It will also not consider any solutions that are proprietary unless clearly marked. Overview. The Office of the Assistant Secretary of War for Energy, Installations, and Environment (OASW(EI&E)) is soliciting concepts, capabilities, and technical insights from the military construction (MILCON), materials science, and defense-industrial sectors. The focus areas can be found in the attachment below. The Department of War (DoW) is transitioning its installation framework to support active operational posture. Under Title 10 of the U.S. Code and the strategic directives of the annual National Defense Authorization Act, military installations are recognized as primary power projection platforms. The survivability of these installations under kinetic and multi-domain threats is directly related to the readiness and capabilities of the U.S. Armed Forces. To support the development of the “Base of the Future,” the DoW seeks novel, non-prescriptive solutions in passive force protection to protect physical structures, personnel, and critical utility infrastructures. The Department intends to move past traditional “pour-concrete-and-hope” hardening and pivot the paradigm to focus on minimizing target signature, absorbing kinetic energy dynamically, and maintaining mission-essential functions even during active degradation. The DoW intends to use these insights to actively shape near-term procurement and long-term modernization strategies. Specifically, mature, ready-to-deploy technologies will be evaluated for immediate integration and inclusion in upcoming military construction standards. Promising, early-stage concepts will be used to guide and prioritize future research, development, and science and technology funding pipelines. Background. To identify potential technological advancements, the DoW seeks information categorized into four functional, capability-based domains. Respondents are encouraged to look beyond legacy building codes and focus on facility survivability in contested environments. Disclaimer: This is a Request for Information (RFI) issued solely for market research and strategic planning. This does not constitute a Request for Proposal (RFP), nor does it obligate the Office of the Secretary of War or OASW(EI&E) to fund or contract for any submitted concepts.
