This is a SOURCES SOUGHT NOTICE only looking for businesses to provide the supplies listed below for market research purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS OR PRICING AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs.
Responses to this notice will be treated only as information for the Government to consider as part of their market research efforts. The information provided will be used by the Government in developing its acquisition strategy regarding possible set aside for Service-Disabled Veteran-Owned, Veteran-Owned, and other socio-economic categories of small business. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this notice and parties responding will not be entitled to payment for direct or indirect costs incurred in responding to this notice.

Please provide answers as appropriate to the following questions in the table below with your response to this Sources Sought. Failure to respond accurately to the following questions may affect the acquisition strategy. Failure to respond to the questions at all, or not respond to select individual questions, will result in your response being determined as non-responsive.

Please provide all socio-economic categories of your firm (e.g., SDVOSB, VOSB, WOSB, Large Business, 8a, etc.) as well as your firm s SAM Unique Entity ID number (replaces DUNS number) and Government Contract POC.

State if you would be intending to provide the brand name supplies or an equal substitute. If you are proposing an equal substitute, you must provide sufficient information describing how it is equal to the brand name supply items (to include all accessories) as described in the Salient Characteristics below, or your response will be determined as non-responsive.

State whether the requested supplies may be ordered against a government contract awarded to your organization (e.g Federal Supply Schedule (FSS), General Services Administration (GSA), etc.).

State if subcontracting is contemplated for this requirement and what percentage of the work will be subcontracted and for what tasks/purpose.

Provide estimated lead time to deliver all supplies as described in the Salient Characteristics below.

Identify if your organization is the manufacturer of the requested supplies. If you are not the manufacturer, identify the manufacturer of the supplies that you will provide and their socio-economic category. Also provide proof that you are an authorized reseller/distributor of the supplies.

Identify whether any foreign-end products, as defined in FAR Provision 52.225-6, would be provided to meet this requirement. Fill out the certificate (attached below) under 52.225-6 Trade Agreements Certificate, identifying the item and its country of origin. If some of the supplies (the brand name item and its accessories, or the equivalent substitute proposed) are a mix of domestic and foreign-end products, break down the different items on the certificate. This provision is expected to be included in any subsequent solicitation, and the Contracting Officer intends to use this information to understand what brand name or equal supplies exist in the market to fulfill this requirement while complying with BAA/TAA requirements.

Salient Characteristics for 120 + Boom Lift
A boom lift is a hydraulic aerial work platform that features a platform or bucket at the end of a jointed or telescopic arm (the boom ). This arm is mounted on a base, which can be stationary, self-propelled, or towable. They are designed to provide both vertical and horizontal reach, making them indispensable for a wide range of tasks where ladders or scaffolding simply aren t practical or safe.
The aerial lift shall meet the following minimum performance requirements:
Vertical Reach
Must provide a minimum platform height of 120 feet.
Horizontal Outreach
Must provide no less than 70 feet of horizontal outreach under normal operating conditions.
Platform Capacity
Platform shall support a minimum unrestricted capacity of 500 lb, and
A higher restricted capacity (e.g., for limited reach positions) of at least 750 1,000 lb.
Articulating Jib
Boom must include an articulating or telescoping jib capable of providing multi axis positioning adequate for precise placement at extreme height.
Must provide wide range of vertical articulation sufficient for accessing overhead or recessed work areas.
Powertrain
Unit must be diesel powered and capable of reliable operation in outdoor industrial environments.
Engine must provide sufficient horsepower and hydraulic performance to achieve the required lift speed, drive performance, and gradeability.
Tires
Unit must have foam filled, rough terrain tires suitable for jobsite surfaces and stable operation at maximum elevation.
Ground pressure performance shall support safe operation on mixed terrain.
Platform Rotation
Must include platform rotation capability, minimum 150 180 degrees, to allow operator positioning.
Required Accessories
A cold weather package capable of supporting reliable operation in low temperature environments (battery warming capability, hydraulic system heating (hydraulic tank heater), engine block heater or equivalent). Must maintain system responsiveness and startability in cold climates.
A platform approximately 36 × 96 inches, or comparable size, capable of supporting two operators plus tools without restricting normal movement.
A self closing gate that swings inward to ensure safe entry and exit from the platform.
A bolt on or integrated fall arrest anchor system compliant with applicable ANSI/OSHA fall protection standards, allowing operators to tie off safely while maneuvering on the platform.
An integrated on board AC generator system providing:
Standard 110 120V, 60 Hz electrical power routed to the platform for operating electric tools;
A factory routed ½ inch air line from the base to the platform, enabling the use of pneumatic tools at height (external air compressor supplied separately).
The system must provide continuous, reliable power delivery suitable for typical construction and maintenance tasks performed at elevation.

(c) The Government will evaluate offers in accordance with the policies and procedures of part 25 of the Federal Acquisition Regulation. For line items covered by the WTO GPA, the Government will evaluate offers of U.S.-made or designated country end products without regard to the restrictions of the Buy American statute. The Government will consider for award only offers of U.S.-made or designated country end products unless the Contracting Officer determines that there are no offers for such products or that the offers for those products are insufficient to fulfill the requirements of this solicitation.
