Basis for Award
The Government intends to award a single purchase order to a responsible vendor whose quote represents the Lowest Priced Technically Acceptable (LPTA) to the Government, IAW RFO 12.205. The offeror's initial offer should contain their best terms from a price and technical standpoint, as the Government intends to evaluate offers and award a contract without discussions.
However, the Government reserves the right to conduct discussions if the Contracting Officer deems it necessary. The Government may reject any or all offers, accept other than the lowest offer, and waive informalities and minor irregularities in offers received. An unrealistically low price may be grounds for eliminating a quote from consideration. A written notice of award will result in a binding contract without further action by either party.
