This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED

FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the evaluation.

The U.S. Army Corps of Engineers – Galveston has been tasked to solicit for and award FY27 Channel to Victoria - Maintenance Dredging Contract, Matagorda County, Texas. The proposed project will be a competitive, firm-fixed price, Stand-Alone contract procured in accordance with FAR 14, Seal Bidding process. The type of set-aside decision to be issued will depend upon the capabilities of the responses to this synopsis.

The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB). The Government must ensure there is adequate competition of responsible firms. Small business, Section 8(a), HUBZone, SDVOSB and WOSB businesses are highly encouraged to participate.

Please NOTE this solicitation WILL require offerors to enter a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS) prior to responding to this solicitation. The NIST score is a responsiveness item. Bids/offers from contractors with a NIST score in SPRS will be considered responsive and evaluated/considered for award. Those without a NIST score in SPRS will be deemed NON-RESPONSIVE and thus not evaluated/considered for award.

The Government is seeking qualified, experienced sources capable of performing dredging and placement of material from the Channel to Victoria, including the Seadrift Main Channel, North Wye, South Wye sections and the Seadrift Turning Basin. This contract also features options for targeted "hot-spot" dredging areas along the Channel to Victoria main stem. The dredged material may be used for beneficial use at the Guadalupe River Delta and in placement areas adjacent to the channel. Due to the shallow channel depths and Placement Area locations, the work has typically been done with a pipeline and cutter-suction dredge. The Channel to Victoria channel maintenance is planned every 1-2 years and the Seadrift channel maintenance is planned every 5-10 years to manage historical shoaling.

In accordance with DFARs 236.204(i), the estimated construction price range for this project is: Between $10,000,000 and $25,000,000.

Estimated duration of the project is 180 calendar days.

Minimum capabilities required include experience as a prime contractor, pipeline and cutter-suction dredge, deep draft navigation channels, at least 14,000 CY per day, and should be familiar with the traffic conditions on the Channel to Victoria, including the Seadrift Main Channel, North Wye, South Wye sections and the Seadrift Turning Basin.

Minimum equipment required includes a pipeline cutter-suction dredge.

All construction performance must be in compliance with the USACE Safety and Health Requirements Manual, (EM 385-1-1, and must also comply with all Federal, State and local laws, ordinances, codes and/or regulations.

The North American Industry Classification System code for this procurement is 237990 Dredging and Surface Cleanup Activities which has a small business size standard of $37,000,000.00.

The Product Service Code is Z1KB.

Small Businesses are reminded under FAR 52.219-14, (Deviation 2019-O0003), Limitations on Subcontracting. Firm will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85% subcontract amount that cannot be exceeded. Large Businesses must comply with the FAR 52.219-9 by submitting a Small Business Subcontracting Plan should this action be solicited as Full and Open Competition and an award is made to a large business firm.

For Dredging procurements, to be considered small for purposes of Government procurement, a firm must perform at least 40% of the volume dredged with its own equipment or equipment owned by another small business dredging concern.

Prior Government contract work is not required for submitting a response to this announcement.

Firm’s response to this Synopsis shall include the following information:

1. Unique Entity Identifier (UEI) & Commercial and Government Entity (CAGE) (This information can be obtained from your System for Award Management (SAM) Registration at www.sam.gov.
2. Firm’s name, address, point of contact, phone number, and e-mail address.
3. Indicate whether your firm will submit a bid for this project if set-aside for Small Business (SB), 8(a) Small Business Development Program, Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran Owned Small Business (SDVOSB), Economically Disadvantaged Women Owned (EDWO), Women Owned Small Business (WOSB).
4. Firm’s Joint Ventures (existing), including Mentor Protégés and teaming arrangement information is acceptable.
5. Firm’s capability to perform the magnitude and complexity outlined above or comparable work performed within the last five (5) years.
6. Brief description of each project, customer name, and dollar value of the project – provide at least three (3) examples.
7. Firm’s Bonding Capacity (Bid Bond- 20% of total bid amount), Performance and Payment Bond (100% of the contract amount) bonding lever per contract and aggregate construction bonding level, both expressed in dollars.

Firms responding to this announcement, who fail to provide ALL required information requested and outlined above, may be excluded from further consideration in the review and analysis for acquisition strategy determination.

Anticipated solicitation issuance date is on or about January 2027, and the estimated proposal due date will be on or about February 2027. Estimated award on or about date is March 2027.
