This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Revolutionary Federal Acquisition Regulation Overhaul (RFO), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a separate written solicitation will not be issued.
The 460th Contracting Squadron at Buckley Space Force Base (BSFB), CO, is issuing this Request for Quotation (RFQ) to procure one (1) new, unused, and non-refurbished 18ft Pontoon Boat and Trailer for the Morale, Welfare, and Recreation (MWR) Outdoor Recreation Center.
Minimum Technical Specifications
The contractor shall provide exactly one (1) pontoon boat package meeting or exceeding the following salient characteristics:
Vessel Type: 18ft Pontoon Boat
Capacity: Minimum seating capacity for 8-10 passengers
Motor: Outboard motor (Minimum 50 HP / Maximum 90 HP)
Trailer: Must include a compatible, road-legal galvanized or aluminum boat trailer equipped with a winch, tie-downs, and a spare tire.
Accessories & Equipment:
Bimini top / Shade Canopy
Boat cover for storage
Boarding ladder
Anchor
Standard USCG-approved safety equipment package
Delivery Requirements
Delivery Date: 60 calendar days After Receipt of Order (ARO)
FOB Point: Destination
Delivery Location: Outdoor Recreation Building 1022, Aspen Street, Buckley SFB, CO 80011
Access Requirements: The contractor shall deliver the vessel fully assembled, safety-inspected, and ready for use. All contractor employees and delivery drivers are required to be able to pass a background check to enter the installation.
Evaluation & Award
The Government intends to award a NAF Firm-Fixed Price Contract to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government. Award will be based on a Lowest Price Technically Acceptable (LPTA) evaluation approach.
To be considered technically acceptable, the offeror’s quote must demonstrate the capability to meet all requirements and salient characteristics outlined above, and must be able to complete delivery within the 60-day ARO period of performance.
Note on Availability of Funds: Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of funds. No legal liability exists until funds are made available.
Submission Instructions
To ensure all responses are received, quotes must include the RFQ number (FA254326Q0020) and title (ODR 18ft Pontoon Boat) in the subject line of the email submission. Quotes must be sent to both the Contracting Officer and Contract Specialist.
Responses must include:
A firm-fixed-price quote for CLIN 0001 (18ft Pontoon Boat including motor, trailer, and accessories).
A technical description of how all required items will be met (e.g., vessel specs, passenger capacity, motor HP, trailer, bimini top, etc.).
Details of any warranty (standard commercial and extended options).
Company name, address, Point of Contact (name, email, phone number).
Company CAGE Code and/or UEI number.
Confirmation of active SAM registration.
