The U.S. Consulate General Frankfurt has a requirement to Replacement and Installation of Exit Signs
and Emergency Egress Lighting
A. located at the Joachim-Becher-Straße 19 and AmConGen Frankfurt, Gießener Straße 30.
The Contractor shall furnish all materials, equipment, and labor required to complete the
work. The proposed scope of work includes, but is not limited to, the following:
1. Replacement and Installation of Exit Signs and Emergency Egress Lighting
The project consists of the replacement, installation, testing, commissioning, and documentation
of emergency exit signs and emergency egress lighting systems throughout multiple Consulate
facilities. The Contractor shall provide all labor, materials, equipment, supervision,
transportation, and services necessary to deliver a complete, fully operational, and codecompliant
installation.
The scope includes a detailed site survey, assessment and documentation of existing conditions,
removal and disposal of existing fixtures, installation of new LED exit signs and emergency
luminaires, electrical modifications, firestopping of penetrations, system testing, commissioning,
labeling, and final cleanup. All work shall comply with applicable U.S. codes and standards,
including NEC (NFPA 70), NFPA 101, NFPA 72, OSHA requirements, UL 924, the
International Building Code (IBC), and local Authority Having Jurisdiction (AHJ) requirements.
As the project is located in Germany, the Contractor shall also ensure compliance with all
applicable German and European regulations and standards, including, where applicable, DIN
EN 1838 (Emergency Lighting), DIN EN 50172 / VDE 0108-100 (Emergency Escape Lighting
Systems), DIN VDE electrical installation standards, the German Workplace Ordinance
(ArbStättV), Technical Rules for Workplaces (ASR A2.3 Escape Routes and Emergency
Exits), local building regulations, and fire protection requirements.
The Contractor shall perform functional testing, emergency operation verification, illumination
measurements, and compliance checks to ensure that all installed systems meet life-safety and
emergency egress requirements. Upon completion, comprehensive closeout documentation shall
be provided, including as-built drawings, test reports, circuit schedules, product data sheets,
warranties, maintenance manuals, and an updated asset inventory.
Due to the work being performed within an active Consulate facility, strict security and access
procedures shall apply. The Contractor must demonstrate relevant experience in government,
diplomatic, institutional, or high-security facilities, employ qualified and licensed personnel, and
coordinate all activities with facility management and security representatives. Final acceptance
will be subject to successful completion of all work, testing, documentation, correction of
deficiencies, and written approval by the Contracting Officer or Owner Representative.
