Repair of Gas Turbine Blow-In Door Actuator Mounting Arrangement
USCGC MIDGETT (WMSL 757)
- Purpose. The Contractor must inspect, measure, and fabricate mounting and hardware for new blow-in door pneumatic actuator. Install the hardware, new actuator, and support post-installation testing.
- Place of Performance. The work must be performed on board the ship at the location detailed below:

- Background. USCGC MIDGETT has experienced recurring issues with the gas turbine blow-in door actuator. Ship’s force initially replaced the actuator after failure due to a bent shaft. The replaced actuator sticks momentarily, then releases only after a delay, occasionally leading to potentially damaging, jarring opening and closing cycles.
- Contractor Qualifications. The Contractor must be a certified distributor or approved service partner of Parker Hannafin Corporation (6035 Parkland Boulevard, Cleveland, OH 44124), for the Altair filter system relevant to the National Security Cutter (NSC) blow-in doors. The Contractor must demonstrate experience with pneumatic actuator systems and mechanical door closures by citing specific projects or relevant certifications.
- CLIN-0001—Inspection and report. The Contractor must inspect and measure the actuator, mountings, system parameters, and door closing hardware in accordance with the requirements of this paragraph.
- NOTE: equipment will be operated by ship’s crew throughout the performance of this scope of work.
- Conduct an evaluation of the gas turbine blow-in door actuator system by observing operation of the door system over several cycles during an initial operational test.
- Inspect the existing mounting arrangement and measure relevant dimensions for the actuator and door linkage closing mechanism, and record on a sketch.
- Verify alignment, bolted connections, linkages, and range of motion are conducive to smooth movement, and identify any points of friction or wear that may be causing binding. If possible, operate the door with the actuator disconnected to further isolate points of binding or friction.
- Check pneumatic pressure applied to the actuator to ensure it is within manufacturer’s recommendations, and that actuator travel is in accordance with the manufacturer’s application guidelines for the actuator. Actuator part number is NUMATICS/AVENTICS N23113.
- Inspect the condition of the new actuator compared with the previous two damaged actuators, and determine root cause for bending and binding of the door lock system.
- Provide a thorough report of all findings, concluding with a repair recommendation which corrects the cause of the actuator binding by implementing a correction to the dimensions of the actuator bracket, replacing parts of the linkages to the door locking mechanism (if needed), bearings, mounting blocks, or a correcting a problem with the application of the actuator.
- CLIN-0002—Repair. The Contractor must, when directed to proceed by approval of the repair recommendation, conduct the agreed upon repair to the door locking and actuation system.
- Isolate the pressurized air system and remove and cap the air hoses for removal of the actuator.
- Remove the door, or rig into the upper position with safe, weight-tested restraints as needed for alterations to the locking system and associated hardware.
- Disassemble the door locking system as needed to make the approved corrections to mounting system and hardware.
- Remove existing mounting tabs or blocks as needed to replace or adjust dimensions.
- Install new mounting brackets, mounting blocks, or hardware as needed to repair the system.
- Ensure bearings and moving linkages are greased or oiled in accordance with manufacturer recommendations.
- Install and align the actuator and bracket hardware after reinstallation is complete.
- Conduct thorough inspection of the mechanical installation in the presence of the Coast Guard inspector, and receive approval to continue to functional adjustments and operational testing.
- Operate the system by hand or under pneumatic control as needed to adjust the actuator mounting arrangement for smooth operation through the full operating range.
- After completion of adjustments, operate the system pneumatically for verification prior to operational testing.
- Operational testing. The Contractor must be on-site to support Coast Guard final operational testing of the blow-in door system, which will include testing under realistic operational conditions. Conduct adjustments as needed to receive approval of satisfactory operation from the Coast Guard inspector.
- Following successful completion of the operational test, provide an updated summary of findings, repairs performed, as-built drawings, and follow-on recommendations for further maintenance. Provide the final report and documentation no later than two weeks after completion of the repairs.
- Summary of deliverables. The contractor must provide the deliverables listed in this paragraph.
- An on-site inspection and condition found report (CFR) in accordance with the requirements of CLIN-0001.
- A description of the corrective action performed, and as-built drawings and documentation in accordance with the requirements of CLIN-0002.
- A list of parts, hardware, and fabricated items used in the repair conducted in accordance with CLIN-0002.
- Functional test results confirming actuator operation.
- A final service report with recommendations for future maintenance, if required.
- Acceptance Criteria. Work will be considered complete according to the criteria detailed in this paragraph.
- The actuator operates without evidence of binding or risk of bending at the mounting point.
- The blow-in door system cycles through its required range of motion smoothly and safely.
- The installed brackets and actuator mounting blocks are secure, aligned, and suitable for service in the maritime environment.
- The contractor provides documentation acceptable to the Government showing that the repair is safe, compliant, and fit for service, including technical certification, OEM concurrence, or other supporting evidence, as applicable to the specific repair plan agreed with the Coast Guard.
- The contractor provides the final service summary/report post-operational test, as required by paragraph 7.
- Period of Performance.
The period of performance must be coordinated with USCG SFLC and USCGC MIDGETT. On-site work is anticipated to require approximately three 10-hour workdays, plus associated travel, subject to final scheduling and field conditions. Preferred performance dates are 24-28 AUG 2026, with an acceptable scheduling window of 20-31 AUG 2026.
