PMEL Freezer Farm Renovation Project

The subject solicitation has been amended.

The purpose of this solicitation amendment is to extend the Request for Quote (RFQ) due date and time. In accordance with this solicitation amendment, quotes are now due 8 September 2026 at 10:00 AM Pacific Time. The following changes are incorporated into the current solicitation amendment:

1. CLINs 0003 (Demolition of Existing Freezer Farm) and 0004 (Three-dimensional (3D) building Model, New Freezer Farm) are now optional CLINs
2. Incorporate Attachment 1 - Statement of Work Revision 2
3. Incorporate Attachment 4 - Pricing Sheet Revision 2

Quoters are required to acknowledge any and all attachments.

Quoters are required to utilize Attachment 4 - Pricing Sheet Revision 2 in submitting price quotations.

The subject solicitation has been amended.

The purpose of this solicitation amendment is to extend the Request for Quote (RFQ). Quotes are now due 31 August 2026 at 5:00PM Pacific Time. The following changes are also being incorporated into the current RFQ:

1. Incorporate Revision 1 of Attachment 1 - Statement of Work
2. Incorporate Revision 1 of Attachment 2 - Drawings
3. Incorporate Revision 1 of Attachment 4 - Pricing Sheet
4. Incorporate CLIN 0006 for (Optional) Blue Line Fire Retardant Polypropylene (FFRP) instead of Schedule 40 CPVC. See SOW, Rev 1, page 8. 
5. Post Government responses to industry questions.
6. An additional organized site visit has been scheduled for 28 August 2026 at 9:00 AM Pacific Time. Please refer to Section 2 of the initial RFQ for additional information on site visit requirements.

1. This is a combined synopsis/solicitation for commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.
   
   Solicitation number 1305M326Q0426  is issued as a request for quotation (RFQ) for the Freezer Farm Renovation Project in support of the Pacific Marine Environmental Laboratory (PMEL) located in Seattle, WA.
   
   This acquisition is 100% set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
    
2. A list of line-item numbers can be found in the SF1449 within the attachment labeled RFQ (CSS) 1305M326Q0426, and items, quantities, and units of measure can be found in the attachment labeled Attachment 4 - Pricing Sheet.
    
3. Description of requirements for the items to be acquired can be found in the attachment labeled Attachment 1 – Statement of Work (SOW).
    
4. Dates, place of delivery, and place of acceptance can be found in clauses CAR 1352.246-70 and CAR 1352.270-70 within Section 3 - Contract Terms and Conditions of the attachment labeled RFQ (CSS) 1305M326Q0426. Acceptance terms for this solicitation are f.o.b. destination only.
