Description
INTRODUCTION
This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement PGI 206.103-170. The Naval Air Systems Command (NAVAIR), PMA-265 Electronic Warfare (EW) Division is conducting market research to identify potential sources with the expertise, capabilities, and experience to upgrade the rain erosion tape for the Leading-Edge Flap (LEF) that is equivalent to the form, fit, and function of the existing rain erosion tape. This acquisition is driven by an urgency in operational effectiveness. The original LEF rain erosion tape is degrading, causing a lack in reliability and performance. The upgrade is intended to maintain full compatibility with the current LEF rain erosion tape while addressing obsolescence, model translation, and sustainment.
THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. The results of this Sources Sought will be utilized to determine if the required testing ability exists in the marketplace and if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. A site visit is required to determine a suitable source.
ELIGIBILITY
The Product Service Code (PSC) for this requirement is 5841 (RADAR EQUIPMENT, AIRBORNE). The NAICS code is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing).
REQUIRED CAPABILITIES
The primary objective of this effort is to procure, test, and evaluate an aerospace-grade rain erosion protective tape. The selected material must be a polyurethane elastomer with a high-shear acrylic adhesive, maintaining a total thickness of 0.028 inches (28 mils). It must demonstrate a minimum tensile strength of 120 lbs/in with a 500% elongation at break (ASTM D882), and achieve a peel adhesion value of at least 72 oz/in to bare aluminum (ASTM D1000). Furthermore, the tape must endure an operational temperature envelope of -40°F to +180°F (-40°C to +82°C), resist extreme fluid impingement and tearing, and hold active qualification to current OEM specifications.
ANTICIPATED PERIOD OF PERFORMANCE
The anticipated Period of Performance (POP) will be 12 months.
ANTICIPATED CONTRACT TYPE
The Government anticipates issuing a Cost-Plus Fixed Fee (CPFF) contract type in accordance with the Non-Recurring Engineering (NRE) exception to the fixed-price mandate under Executive Order 14402.
SUBMISSION DETAILS
Interested businesses shall submit a brief capabilities statement package (no more than ten (10) 8.5x11 inch pages, font no smaller than 12 point, 1.5 spaced) demonstrating their ability to provide the supplies or services listed in the required capabilities described herein. Documentation should be in bullet format. All responses shall include Company Name, Company Address, Company Business Size, and Points-of-Contact (POC) including name, phone number, fax number and email address.
The documentation must address, at a minimum, and contain the following: the type of work your company has performed in the past 3 years in support of same/similar requirement(s), Cage Code, and UEI number. Include information such as contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact and current telephone number, and a brief description of how the contract reference relates to the required capabilities described herein.
Describe the specific technical capabilities and experience which your company possesses which will ensure capability to perform requirements as outlined in the required capabilities described herein.
The Government will acknowledge receipt of responses received. It is the contractor’s responsibility to follow-up with the Government in the event that an acknowledgement of receipt is not received.
