NOTICE OF INTENT – Staccato 2011
This is a NOTICE OF INTENT to award a sole-source contract using simplified acquisition procedures pursuant to 41 U.S.C. §§ 1901 and 3305 and Revolutionary Federal Acquisition Regulation Overhaul (RFO) FAR 13.101(b).
The Department of Energy (DOE), Office of Headquarters Procurement Services, on behalf of the Office of Environment, Health, Safety and Security (EHSS), intends to issue a sole-source award to Staccato 2011, located at 1223 County Road 233, Florence, TX 76527, for a weapon system and associated lifecycle support for Federal law enforcement personnel. The anticipated award date is September 18, 2026.
DOE requires a concealed-carry weapon system that provides the reliability, concealability, ergonomics, and durability necessary to support Federal law enforcement personnel performing executive protection duties. The requirement includes the Staccato HD C3.6 Preferred Package, Trijicon RMR optic mounting kit, annual inspections, agency armorer training, train-the-trainer transition training, lifetime warranty, and an officer-involved shooting (OIS) loaner program. The warranty, inspection, training, and loaner support are required to maintain weapon reliability, operational readiness, and continuity throughout the weapon system’s expected service life.
The Government intends to solicit from a single source based on a determination that only one source is reasonably available to satisfy the complete requirement, including the weapon platform and associated lifecycle support.
The North American Industry Classification System (NAICS) code is 332992 – Small Arms Ammunition Manufacturing. The Federal Product Service Code (PSC) is 1005 – Guns, Through 30mm.
This is a notice of intent and not a request for competitive proposals or quotations. No solicitation is available for this requirement. Responsible sources that believe they can satisfy the Government’s complete requirement may submit a written capability statement for consideration by the agency.
Capability statements must demonstrate the respondent’s ability to provide the required weapon system and associated lifecycle support, including annual inspections, agency armorer training, train-the-trainer transition training, lifetime warranty coverage, and an OIS loaner program.
Responses must be in writing and delivered by e-mail to the Contracting Specialist at tishira.jeffery@hq.doe.gov and submitted NO LATER THAN August 28, 2026, by 12:00 PM EDT (Eastern Daylight Time). The e-mail subject line shall contain the following information: Response to NOI 89303026NAU000027. All information submitted shall support the vendor’s capability to provide the items and services required and shall be furnished at no cost or obligation to the Government.
A determination by the Government whether to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether competition is practicable and in the best interest of the Government. The Government will not be responsible for reimbursement of any costs incurred by interested parties in response to this Notice.
