Notice of Intent to Modify FRR VI MATOC to Increase Capacity

The United States Army Engineering and Support Center, Huntsville hereby provides its Notice of Intent to award sole-source modifications to increase the total programmatic Multiple Award Task Order Contract (MATOC) by $499 Million from $450 Million to $949 Million (shared contract capacity), using other than full and open competition on the current Facilities Repair and Renewal (FRR) Sixth (VI) Generation MATOC, which consists of four (4) 8(a) businesses, seven (7) small businesses and 10 other than small businesses on the basis of the circumstances identified in 10 U.S.C 3204(a)(1) as implemented by RFO 6.103-1(c)(2)(ii). This sole-source increase in capacity allows CEHNC to award Modular Power Enclosures Program (MPEP) task orders under the existing FRR VI MATOC ordering structure. The requirements include FRR Program design-build construction task orders at MDA-identified sites and Secure Facilities Program equipment and services procurement and installation task orders across various sites. The effort requires facility-related design build construction, site preparation, facility modifications, utility work, infrastructure support, equipment procurement/installation, commissioning, testing, and related construction support.
Individual requirements are solicited among the selected MATOC pool for award of Firm Fixed Price task orders on the basis of fair opportunity. The primary North American Industrial Classification System code applicable to these requirements is 236220, Commercial and Institutional Building Construction. Firms are requested to respond to this Notice of Intent with the following information which shall not exceed ten pages:
Interested parties may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Only written responses will be considered. All responses should appear on company letterhead and include at a minimum, affirmation of an active registration in the System for Award Management (SAM) at https://www.SAM.gov/, firm’s Unique Entity Identifier, cage code, and any applicable processed credentials and qualifications. All responses should indicate whether they are a large business, small business, small-disadvantaged business, 8(a) concern, woman-owned small business, Hub-zone, service-disabled veteran owned small business, or qualify as socially or economically-disadvantaged, and whether they are United States or foreign-owned. All responsible sources may respond to this synopsis, and all responses will be considered by the agency.
