In accordance with Revolutionary FAR Overhaul (RFO) Part 10.001 Market Research Requirements, RFO 15.101(c) Requests for Information and RFO 19.101 Presolicitation Small Business Goals and Veterans Administration Acquisition Regulation (VAAR) 810.000 Market Research, this request is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA).
The Veterans Health Administration (VHA), Regional Procurement Office Central (RPOC), Supplies and Services Division (S&SD), is conducting market research to identifying potential sources that are interested in, and capable of providing web-based electronic subscription to the Wolters Kluwer Joanna Briggs Institute Evidence (JBI) Based Practice (EBP) Database that will be made available throughout the VHA healthcare system.
The NAICS code for this procurement is 519290 – Web Seach Portals and All Other Information Services, and the Small Business Administration Size Standard is 1000 employees.
Pursuant to RFO Part 10, Market Research, the purpose of this notice is to determine if sources capable of satisfying the agency's requirements exists and to determine the commercial practices of company's engaged in providing the needed service. Pursuant to RFO Part 6 and RFO Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action.

Companies having the skills and capabilities necessary to meet the requirements are invited to provide information to contribute to this Sources Sought Notice including commercial market information and company information.
Companies may respond to this Sources Sought Notice via e-mail to Contracting Officer, Kymberly Morgan at Kymberly.Morgan@va.gov. The subject line must read 36C24C26Q0037 – JBI EBP. Responses must be submitted no later than 09/16/2026, at 1:00pm Eastern Time.
Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. The capability documentation should include, at a minimum, the following information with their response:

This Sources Sought Notice is for market research purposes only and does not constitute a Request for Proposal/Quotation; and it is not considered to be a commitment by the Government to award a contract nor will the Government pay for any information provided; no basis for claim against the Government shall arise as a result from a response to this Sources Sought Notice or Government use of any information provided.
Failure to submit information in sufficient detail may result in considering a company as not a viable source and may influence competition and set-aside decisions. Regardless of the information obtained from this Sources Sought Notice, the Government reserves the right to consider any arrangement as deemed appropriate for this requirement. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. No phone calls will be taken. No proprietary, classified, confidential, or sensitive information should be included in your response to this Sources Sought Notice.
The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation.
At this time no solicitation exists; therefore, Do Not Request a Copy of the Solicitation. After a review of the responses received, a pre-solicitation notice and solicitation may be published on Contracting Opportunities through SAM.gov. It is the potential offeror's responsibility to monitor Contracting Opportunities for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation.
