1. CONTRACT INFORMATIONThis is a pre-solicitation being procured in accordance with the Brooks Act as implemented in RFO FAR Part 36. Firm will be selected for negotiations based on demonstrated competence and qualifications for the required work. This requirement is being solicited as a Small Business (SB) set aside Indefinite Delivery Contract (IDC) primarily within the Corps of Engineers San Francisco District boundaries and secondarily for other South Pacific Division districts (Sacramento, Los Angeles, and Albuquerque) geographical area of responsibility which will include CA, NV, UT, and AZ and portions of OR, ID, CO and WY as determined by SPNs Contracting Officer. This work will include services necessary to complete the assigned task orders for civil works and environmental studies and/or designs.The intent is to award one Single Award Task Order Contracts (SATOC) Indefinite Delivery, Indefinite Quantity (IDIQ) to the most highly qualified small business firm for a total capacity of $20,000,000. The contract will have a guaranteed minimum amount of $2,500.00. The period of performance shall include one 36-month base period and one 24-month option period, for an overall performance period of 60 months (5 years). North American Industrial Classification System (NAICS) code for this acquisition is 541330, which has a small business size standard of $22,500,000 in average annual receipts and corresponds to Standard Industrial Code (SIC) 8711. The Product and Service Code (PSC) is C219.This small business announcement is open to all interested parties who meet the business size standard of a maximum of $25,000,000 in average annual receipts for the preceding three (3) fiscal years. Contract Award ProceduresProfessional Labor Rates will be negotiated for base year and increased at the end of each 12-month period by the contract escalation rate. Any task order issued must use the rates of the period in which the task order is executed by the Contracting Officer.To be eligible for contract award, a firm or Joint Venture must be registered with the System for Award Management (SAM) database. For instruction on registering with SAM, please see the SAM website at https://www.sam.gov/. No State-Level certificates shall be accepted. The Service Contract Act (SCA) (for reference see RFO FAR 22.10) will apply to this acquisition.Anti-Antiterrorism and Operations Security (AT/OPSEC) requirements:E-Verify (employment) will be required for all military or critical infrastructure projects; for other tasks, determination will be made per individual task order. For requirements, see attached Scope of Work, secton 1 thru 1.1.7.The anticipated award for the IDC is around December 2026. The solicitation period will be a minimum of thirty (30) calendar days from the posting date.2. PROJECT INFORMATIONServices to be performed under this contract will consist of, but are not limited to:? The preparation of National Environmental Policy Act (NEPA) documents and all associated environmental compliance, turnkey civil works feasibility reports, feasibility-level design documentation, and any associated infrastructure planning supporting studies or deliverables for U.S. Army Corps of Engineers (USACE) water resource projects as well as for Interagency and International Support (IIS) projects.? Services may include environmental and planning disciplines, as well as engineering support services, for all or portions of studies and projects and extend across all business lines including ecosystem restoration, flood risk management, coastal storm risk management, navigation, shoreline protection, water supply and management, water treatment or transmission, watershed planning, and operations and maintenance. Services should be developed in accordance with USACEs Engineering Regulation (ER)-1105-2-100, ER- 200-2-2, and other pertinent USACE policies and regulations. For example, the A-E contractor may be asked to:? Perform planning and economics services including leading an interdisciplinary team through the planning process and development of a planning study, associated study report, and any supporting deliverables.? Prepare NEPA documents and all associated resource surveys, analyses, and environmental compliance for water resource projects, studies, and actions.? Develop, perform, and prepare aquatic or terrestrial sediment suitability sampling and analysis and associated sediment suitability and management reports.? Provide engineering services to support planning studies, preparation of cost estimates, and project construction, including designing and estimating costs of natural and nature-based features (i.e., Engineering with Nature); and? Develop and execute strategic community engagement approaches; public involvement plans; facilitation services; and associated communication deliverables.The A-E contractor should be able to perform the following environmental services in compliance with USACE, federal and state agency policies and regulations where studies and projects are located:? Prepare draft and final NEPA documents (e.g., Environmental Impact Statement, Environmental Assessment, Categorical Exclusion) and joint NEPA and equivalent state act documents (e.g. joint NEPA/California Environmental Quality Act documents).? Inventory, forecast, and analyze all environmental resources in a study area including physical, biological, and human resources. Identify and describe effects of proposed alternatives on such resources; develop avoidance, minimization, and mitigation measures to address effects.? Execute biological and habitat surveys, wetland delineations, and impact analyses (including written documentation; mapping/GIS; and modeling). Prepare Biological Assessments, Essential Fish Habitat analyses, and Incidental Harassment Authorization analyses for consultation under the Endangered Species Act (ESA), Magnuson-Stevens Fishery Conservation and Management Act (MSA), Marine Mammal Protection Act (MMPA).? Prepare ecosystem restoration measures and design concepts, and monitoring and adaptive management plans for restoration and mitigation features. Prepare environmental resource monitoring plans, conduct monitoring, and prepare associated reporting deliverables (written documentation and mapping).? Plan, conduct, and prepare cultural and historic resource studies; cultural and archaeological surveys; resource evaluations; consultation documents for State Historic Preservation Office (SHPO) and tribal consultations. Provide engagement services for consultation with tribes.? Perform air pollutant emission inventories, quantifications, and dispersion models; develop federal Clean Air Act (CAA) Conformity Applicability Assessments or General Conformity Analyses; or other air quality assessments under applicable statutes.? Prepare analyses, applications, and coordination to obtain environmental compliance such as Clean Water Act (CWA) Section 401 Water Quality Certification; CWA Section 404(b)(1) and Rivers and Harbors Act (RHA) Analyses; Coastal Zone Management Act (CZMA) Consistency Determinations; Marine Protection, Research and Sanctuaries Act (MPRSA) analyses; and for obtaining other permits and approvals, such as applicable state, regional and local laws.? Develop sediment suitability sampling and analysis plans; conduct sediment sampling and testing; and produce related sampling and analysis reports/compliance or management plans for navigation projects (aquatic sediments) as well as for terrestrial sediments.? Prepare environmental technical appendices for planning and project reports.? Prepare historical watershed assessments (using historical landscape data to understand the watershed context).The A-E contractor should be able to perform the following planning and economic services:? Coordinate, advise, and/or lead an interdisciplinary team through USACEs Specific, Measurable, Attainable, Risk Informed, Timely [SMART] planning or other comparable planning processes. Identify problems, opportunities, constraints; formulate measures and alternative plans (inclusive of natural and nature-based features; process-based landscape scale interventions; opportunities for beneficial reuse of sediment, etc.); inventory, forecast, and analyze future without- and with-project conditions; evaluate and compare alternative plans.? Establish qualitative and quantitative project outputs (monetary and non-monetary benefits) and cost estimates to implement alternative plans. Conduct or support benefit-cost and incremental cost analyses using Institute for Water Resources (IWR) Planning Suite Software or other professionally accepted analysis tools. Identify National Economic Development and/or National Ecosystem Restoration and/or total net (comprehensive) benefit plans for water resources projects.? Evaluate plans metrics including regional economic development, environmental quality, and other social effects. Identify all potentially affected communities and analyze impacts or benefits of plans on such communities.? Perform economic studies for flood and coastal storm risk management and other business lines including land use inventory data collection for modeling inundation damages using USACE approved models (such as Hydrologic Engineering Center Flood Damage Analysis (HEC-FDA) model, HEC- Flood Impact Analysis (HEC-FIA) model).? Produce draft and final planning report documents (e.g. Integrated Feasibility Reports, Post-Authorization Decision Documents, Dredge Material Management Plans, Federal Interest Determinations).? Provide technical editing services for reports, plans, presentations, and other products.? Develop and execute outreach and stakeholder engagement services associated with water resource studies. Prepare and implement public involvement and communication plans, co-planning, consensus building strategies, and identification and engagement of communities.? Provide facilitation and communication services including leading in-person or virtual meetings and preparing deliverables (presentations, visuals, mapping) that are accessible (e.g. by providing multi-lingual translators, sign language interpreters, or other accessible features as appropriate; providing ADA Section 508 compliant documentation; conducting webinar technology and promotion in accessible ways).The A-E contractor should be able to perform the following Engineering services:? Develop and prepare designs, design documentation, cost estimates, and related engineering technical appendices for natural and nature-based measures (e.g., beneficial-reuse of dredged materials, horizontal levees, levee setback and floodplain restoration, living breakwaters, etc.) and natural process-based interventions; structural measures (e.g., levees, channel modification, detention basins, pump stations, etc.); and non-structural measures (e.g., flood proofing, raising in place, etc.).? Prepare plans and/or specifications for project construction.? Prepare cost estimates using MCACES MII.? Execute and prepare documentation of hazardous, toxic, radiological waste (HTRW) phase I or phase II site assessments for civil works studies and projects.? Prepare groundwater characterization and monitoring plans.? Prepare spatial data and analyses using geographic information systems (GIS) using ESRI or other industry standard GIS software and Computer-Aided Design and Drafting (CADD) using MicroStation or other industry standard CADD tools (includes generating Aerial Photography, Topographic/ Bathymetric Surveying and Mapping, database development, preparation of contract drawings; CADD Drafting).3. SELECTION CRITERIAThe selection criteria for this solicitation are listed below in descending order of importance. Criteria A through E are primary, with criteria A and B being considered most important and are of equal importance; criteria C, D, and E are of lesser importance and listed in descending order of importance. Criteria F through G are secondary criteria, are of equal importance, and will only be used as a tie-breaker among firms ranked technically equal using the primary criteria.Firms should provide examples of successfully completed work that encompass the selection criteria listed below.Primary Selection CriteriaA. Specialized experience and technical competence: Specialized Experience and Technical Competence (SF 330, Part I, Section F and G): provide examples of not more than 10 projects completed within the last 5 years that best demonstrate specialized experience and technical competency in the areas listed above in section 2, PROJECT INFORMATION and as outlined in (i) thru (viii) below; and of the prime firm and proposed significant subcontractors in working together. Project examples submitted should be of completed projects and deliverables (i.e. completed environmental studies, reports, or compliance; completed sediment sampling and analysis reports; designs or design documentation reports; equity assessments or action plans, etc.). All projects cited shall identify start and completion dates as well as the project size (cost and scope).Prime Contractors that do not have specific experience in the areas listed above in Section B, PROJECT INFORMATION and as outlined in (i) thru (viii) below, will be evaluated based on their proposed subcontractors experience. However, projects where the prime contractor performed 50% or more of the work with in-house forces will be weighted more heavily than projects performed predominantly by proposed subcontractors. NOTE: An Indefinite Delivery Contract (IDC) or Indefinite Delivery/Indefinite Quantity contract (IDIQ) is not considered a project; only single task orders are projects. Include only specific task orders which demonstrate the experience for this announcement.(i) Examples of completed dredge material sediment suitability process including Sampling and Analysis Plans, sediment sampling and testing services, Sampling and Analysis Reports, and placement suitability determinations. Examples of terrestrial sediment testing and evaluation support.(ii) Examples of environmental resource inventories, effect analyses, and mitigation measure development; ESA Biological Assessments and supporting technical analyses; MSA Essential Fish Habitat Assessments; wetland delineations, habitat and biological surveys, and environmental monitoring services; emission inventories, air quality analyses, and CAA Applicability or Conformity Analyses; CWA Section 401 and 404 and RHA compliance and related technical studies; CZMA) Consistency Determinations; MPRSA analyses; environmental resource monitoring plans and monitoring reports.(iii) Examples of National Historic Preservation Act (NHPA) Section 106 coordination, cultural resource surveys, evaluations, or other NHPA compliance activities. Examples of tribal consultation support and relationship building with Tribal communities.(iv) Examples of projects where the firm has designed nature-based solutions or Engineering with Nature approaches to water resources management problems and prepared historical watershed assessments.(v) Examples of community outreach, involvement, and engagement plans; facilitation services; and leading community-driven planning, including strategies and implementation materials that demonstrate inclusion of disadvantaged communities, people with disabilities, and others from under-represented groups. (vi) Examples of completed HTRW phase I or II assessments and groundwater characterization and monitoring plans.(vii) Examples of economic technical reports, mapping, dataset development, and analyses including land use inventory data analyses; ecosystem benefit inventories; navigation economic studies; and analyses that evaluate socio-economic conditions and effects.(viii) Examples of spatial data, GIS products, CADD drawings completed to support water resource studies or projects such as maps, Aerial Photography, Topographic/ Bathymetric Surveying and Mapping, database development, preparation of contract drawings.B. Professional Qualifications: Firms shall demonstrate personnel qualifications and specialized experience for key disciplines related to environmental, planning, and engineering. Evaluation of professional qualifications will consider education, training, professional registrations, and relevant experience in the following disciplines: environmental management and compliance; civil, coastal, environmental, hydraulic engineering; archeology; biology (wildlife and fishery); botany; terrestrial, aquatic, coastal, and marine ecology; economics; community engagement; public participation, environmental justice; climate change, sociology, geology; geography; geomorphology (fluvial, estuarine, coastal); hydrology; cartography/graphics; geographic information systems;The Prime or the chosen subcontractors shall provide resumes of personnel who are certified, registered, and/or highly trained in the above disciplines. Resumes are not required for each disciplines listed above (i.e., one or two resumes for each discipline will demonstrate qualifications). For services that require any design and initial cost determination, the prime or the chosen subcontractor shall have a minimum of two qualified professional personnel must be a registered Professional Engineer in the United States and have at least five (5) years of experience in water resources planning and engineering projects. Experience working on USACE projects is desirable but not necessary.C: Past Performance: Past performance on Department of War (DOW) and other federal contracts with respect to the quality of work, cost control (maintaining the project construction cost below the programmed amount), and compliance with performance schedules, as determined by Contractor Performance Assessment Reporting System (CPARS) and other sources. Past Performance Questionnaires (PPQ) may be used to provide or supplement a firms past performance with other than U.S. Government clients. Firms which choose to use the PPQ may obtain a PPQ standard form by submitting a request to the below referenced POC via email. Projects where the prime contractor performed 50% or more of the work with in-house forces will be weighted more heavily than projects performed predominantly by proposed subcontractors. CPARS and PPQs addressing the projects included in SF 330 Section F will be weighted more heavily. Past performance information for subcontractors will not be considered if they are not going to be used for the proposed contract.D: Capacity to accomplish the work: Adherence to project schedules for all projects is critical to the Government. Completion within the schedule requires the engagement of sufficient and competent staff and subcontractors. Firms must demonstrate the capacity to accomplish multiple task orders in multiple locations simultaneously. Small business firms shall demonstrate the capacity to accomplish at least two (2) $250,000.00 individual task orders simultaneously.E. Location in the General Geographic Area of the Project and Knowledge of Locality: In PART I, Section H, firms must demonstrate familiarity with the San Francisco District and SPD areas, positive relationships with local communities and agency partners, primarily California, displaying knowledge of local and regional conditions such as the soil conditions, seismic requirements, coastal processes; local and regional project stakeholders, project proponents, and non-Federal sponsors; local economically disadvantaged communities, and regional environmental regulations and regulatory requirements of the region. This knowledge can be demonstrated by showing examples of work completed for projects in these areas.Secondary Selection CriteriaF. SB and SDB Participation: Extent of participation of small business (SB) or small disadvantaged businesses (SDB), or woman-owned small businesses, and participation of historically black colleges and universities (HBCU) or minority institutions (MI) in the proposed contract team, measured as a percentage of the total estimated efforts, regardless of whether the SB, SDB, HBCU or MI is a prime contractor, subcontractor, or joint venture partner. The greater the participation, the greater the consideration.G. Volume of DOW contract: Offerors shall provide the volume of work awarded by DoD agencies during the previous 12 months. If a proposing as a Joint Venture, include volume of work awarded by DOW agencies for both the Joint Venture and members of the Joint Venture. Volume of work shall be demonstrated in a table format and be categorized by contract, task order, project award, completion dates, and dollar amount.4. SUBMISSION REQUIREMENTS:Interested AE firms having the capabilities for this work are invited to submit one completed Standard Form 330 (current version) Architect Engineer Qualifications Parts I and II and one (1) SF330 Part II for each firm that will be part of the team, no later than 3:00 pm PDT on 26 August 2026. All bidders are required to submit their bids electronically via PIEE. No hand-delivered bids will be accepted. They must be uploaded no later than 3:00 pm PDT on the response date above.Lengthy cover letter and generic corporation brochures or other presentation beyond those to sufficiently present a complete and effective response are not desired.
