1.0 GENERAL INFORMATION & SYNOPSIS
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This solicitation is issued as a Request for Quote (RFQ) under solicitation number 52050PR260000431.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05.
2.0 CONTRACT LINE ITEM NUMBERS (CLINs)

2.1 Material Tolerances & Pricing Conditions
- Hose Length Tolerance: Bulk hose items (CLINs 0001 through 0006) are subject to a physical manufacturer shipping variance of up to ±20% in length.
- Invoicing Adjustment: The contractor shall only invoice for the actual physical linear footage delivered and verified at destination, up to but not exceeding the ±20% margin per CLIN.
3.0 STATEMENT OF WORK (SOW)
3.1 Objective & Scope
The United States Coast Guard (USCG) Base Miami Industrial Production Facility requires the procurement of specialized commercial-off-the-shelf (COTS) hydraulic hoses, suction hoses, swivels, and fittings to maintain fleet asset and industrial support operations.
3.2 Shipping & Delivery Instructions

- Packaging and Labeling: Items must be packed in commercial containers designed to prevent damage during transit. The outer carton must explicitly show the solicitation/award number, the supplier name, and a copy of the packing slip indicating actual hose lengths shipped.
3.3 Quality Assurance & Acceptance
- Inspection and Acceptance: Receiving inspection and formal acceptance will be completed by USCG personnel at the destination facility. Items will be verified for compliance against the exact part numbers, quantities, and physical damage.
- Defective Materials: The contractor shall replace non-conforming, damaged, or incorrect parts at no additional cost to the Government within 15 calendar days of notification.
4.0 INSTRUCTIONS TO OFFERORS (FAR 52.212-1 ADDENDUM)
4.1 Quote Submission Requirements
To be considered for award, offerors must submit a complete quote package electronically or physically in accordance with Section 4.2 no later than August 14, 2026, at 12:00 EST. The submission must include:
- Price Proposal: Complete and detailed pricing for CLINs 0001 through 0012 listed under Section 2.0 (inclusive of estimated freight/delivery charges to Miami Beach, FL).
- Technical Submission: Product specification sheets proving compliance with the brand name specified. If proposing "or equal" items, the offeror must submit technical specifications showing exact dimension, material, and pressure-rating equivalency.
- Representations & Certifications
- A valid Unique Entity ID (UEI) number.
- Proof of active registration in the System for Award Management (SAM) at SAM.gov.
- Completed representation provisions (specifically FAR 52.212-3, see Section 6.0).

5.0 EVALUATION CRITERIA (FAR 52.212-2)
The Government will award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, represents the Lowest Price Technically Acceptable (LPTA).
Quotes will be evaluated on the following factors:
- Technical Acceptability: Evaluated on a pass/fail basis. To be technically acceptable, the offeror must propose the exact part numbers specified in Section 2.0, or submit definitive technical documentation demonstrating that proposed "or equal" parts meet the form, fit, function, physical, and pressure tolerances.
- Price: Evaluated on the total overall price for all CLINs combined (including delivery).
- Responsibility: The offeror must have an active and clear SAM.gov status at the time of award.
