FEDLINK Serials Subscription Management

The Library of Congress, Federal Library and Information Network (FEDLINK) is conducting market research to identify potential commercial sources that may be able to provide serials subscription management & related support. 

The Government is contemplating a potential acquisition for the management & fulfillment of serial publications of all types and in all media, including but not limited to: traditional print materials that may be added to the physical holdings of a library or other institution, as well as electronic content hosted remotely by a publisher and  related support and electronic access services. Subscription management includes all of the tasks necessary to activate, manage, and maintain both new subscriptions & the renewals of FEDLINK member agencies’ subscriptions to serial publications, both print and electronic. These tasks fall into the following five critical areas:

1. Ordering and renewing subscriptions
2. Serving as a fiscal agent with publishers, including making timely prepayment and processing refunds
3. Facilitating timely access to, and claiming delivery of ordered subscriptions, both print and electronic
4. Troubleshooting and resolving end user access issues
5. Providing reports and other administrative support for serials management.

INFORMATION REQUESTED

Interested entities are requested to provide capability statements or other documentation to demonstrate their ability to perform the contemplated requirements as described above. Responses should include, at a minimum:

• Company information, including company name, point(s) of contact, UEI, and CAGE code (if applicable)
• Subscription management capability: describe the entity's ability to manage large portfolios of serials subscriptions of various formats, including new subscriptions, renewals, cancellations, changes, and publisher relationship/coordination information
• Any other relevant information, such as commercial practices or capabilities, that the Government should consider when developing its acquisition strategy.

This Notice is issued solely for market research purposes and is not a solicitation. No contract will be awarded a result of responses to this Notice. The Government will not pay for information submitted in response to this Sources Sought Notice, nor will the Government reimburse respondents for any costs associated with preparing or submitting a response.

Interested parties should not submit proprietary, classified, or otherwise restricted information in their responses. Respondents are responsible for appropriately identifying such information contained in their submission.

Responses should be limited to five (5) pages and must be submitted electronically to Kate Campbell, Contracting Officer, no later than 12:00pm Eastern time on Wednesday, October 7, 2026.
