Notice of Intent to Sole Source - SPP Conference at Marriott Savannah Riverfront

The National Guard Bureau J53 has a sole source requirement for meeting space and equipment rental for the 2026 State Partnership Program Annual Conference from 10-13 August 2026 in Savannah, GA. This requirement is for multiple meeting spaces in a central location to accommodate approximately 227 attendees with accompanying audio/visual support. The event space must also include lodging options available for all attendees. 

The Government requires this meeting space from The Marriott Riverfront in Savannah, GA because because the preferred Government installations were unavailable, Savannah offered the lowest overall geographic travel and lodging costs, and the Marriott Riverfront proved to be the most economical venue among local commercial options. The Government requires this equipment and ancillary support services from Encore as a sole source because they are the only source that can provide these services at the location for this event. The event venue does not allow other companies to use or operate their equipment or the conference center A/V facilities on their property for the purpose of providing A/V services. The Marriott Savannah Riverfront Hotel works with Encore Group USA LLC. 

A J&A was approved by the Contracting Officer IAW 41 U.S.C. 1901 as implemented in FAR 13.106-1(b)(1) Soliciting from a single source.
