I. Combined Synopsis/Solicitation Statement
This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; proposals are being requested and a separate written solicitation will not be issued.
Solicitation number HT001526RE007 is issued as a Request for Proposal (RFP) for the Psychological Assessment Tools (PAT) requirement and access to the proprietary Q-Global digital delivery platform.
This acquisition is unrestricted; it is not a set-aside for small business concerns.

This contract is not a rated order under the Defense Priorities and Allocations System (DPAS).
II. Line Item (CLIN) Structure
The requirement consists of a Base Period (12 months) and four (4) successive 12-month Option Periods. Quantities are 1 Each per CLIN, representing enterprise-wide digital access and subscriptions.

III. Description of Requirements
The Defense Health Agency (DHA) requires 26 specific, highly utilized psychological assessment tools that are proprietary to NCS Pearson, Inc. (including, but not limited to, the Wechsler Adult Intelligence Scale [WAIS], Wechsler Intelligence Scale for Children [WISC], and Repeatable Battery for Assessment of Neuropsychological Status [RBANS]), along with the necessary digital testing platform (Q-Global), protocols, and scoring subscriptions.
This contract action consolidates the current decentralized and inefficient procurement process wherein individual clinicians across hundreds of Military Treatment Facilities (MTFs) independently procure these critical items using Government Purchase Cards (GPCs). Centralizing this requirement ensures enterprise-wide standardization, mitigates cybersecurity risks from multiple unvetted platforms, prevents resource gaps due to tool obsolescence, and maintains continuity of care and longitudinal clinical studies for service members.
NCS Pearson, Inc. is the sole developer, publisher, and intellectual property owner of these assessments. The required psychological assessments are proprietary to the publisher with no authorized resellers or external distributors. Transitioning to alternative software or instruments would limit comparability with historical clinical data, invalidate ongoing longitudinal clinical studies, and compromise diagnostic and treatment planning capabilities across the DHA.

The Defense Health Agency (DHA), Enterprise Medical Services – Contracting Division (EMS-CD), Fort Sam Houston, TX, intends to solicit and award a firm-fixed-price contract on a sole-source basis to NCS Pearson, Inc. under the authority of:
- 10 U.S.C. 3204(a)(1) as implemented by FAR Part 6.103-1(d) (under Class Deviation 2026-O0017, Revision 1): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
Any capability statement or response submitted must include the following information:
- Socioeconomic Status: Business size, CAGE code, UEI, and socioeconomic representations (e.g., Small Business, SDVOSB, WOSB, HubZone, etc.) relative to NAICS 513210.
- Proprietary Capabilities / Technical Description: Technical description and clear evidence demonstrating the capability to deliver the 26 specific, proprietary psychological assessment tools and Q-Global platform access without clinical downtime, configuration failures, or loss of historical clinical evaluation data, while complying with CMMC Level 2 requirements.
- Direct Publisher Confirmation: Evidence of intellectual property ownership and direct publisher status, verifying that the vendor can supply the specific, brand-name-essential Pearson assessments without relying on third-party licenses (as NCS Pearson does not utilize external resellers or distributors for these core clinical portfolios).
If no written responses are received by the response deadline, the Government will proceed with sole-source negotiations and award to NCS Pearson, Inc.
