Amendment 1: This Amendment-1 to the Combined Synopsis/Solicitation FA930126Q0006 is posted 20 Aug 2026 to address the Questions received from Offerors and the Governments reponse to those questions. The Question submital period for Offerors ended on 19 August 2026 at 11:00am PDT. Because only one (1) question was received, there will be no attachment provided with this Amendment-1 and the question/answer will be placed below this paragraph.

• Answer: This is not a brand new Contract, there was an incumbant performing these services. The current (ended) contract number is FA930121C0011

(i)This is a solicitation for commercial services prepared in accordance with part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Hereafter, this notice shall be titled "Solicitation."

(ii)Solicitation Number: FA930126Q0006. This solicitation is issued as a Request for Quote (RFQ) to offerers. Please review all solicitation documentation for complete instructions and requirement information. Interested parties who believe they can meet the requirements for the services described in this solicitation are invited to submit a completed quote using the attached Model Contract (Attachment 9). Vendors are required to submit with their response enough information for the Government to evaluate the minimum requirements detailed in the solicitation. Any information provided in response to this solicitation is strictly voluntary; the Government will not pay for information submitted in response to this solicitation. Award will be made using the criteria in RFO 52.212-2 and its Addendum (Attachment 6).

(iii)Defense Priorities and Allocation System (DPAS): N/A

(iv)This is a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this project is 23820, Plumbing, Heating, and Air-Conditioning Contractors, with a size standard of $19,000,000.00. The wage occupation code for this requirement is: 23410 - Heating, Ventilation and Air-Conditioning Mechanic(v)Contract Line-Item Numbers (CLINs) and items, quantities, and units of measureincluding options. (See Model Contract - Attachment 9)

(v)As a result of new policy beginning 10 November 2025, we would like to inform you of your responsibility to comply with the DoD's CMMC 2.0 framework at Level 1. CMMC is the DoD's program to verify that all contractors have implemented the required cybersecurity standards to protect Federal Contract Information (FCI). Per R-DFARS 252.204-7021, FCI is information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service. Your organization's CMMC status will be verified to be active and accurate in the Supplier Performance Risk System (SPRS) module of PIEE. (vi)Award Type: The anticipated award type is Firm Fixed-Price, Options Contract with 1 Base Year and 4 Option Years. It is anticipated that one award will be issued.

(vii) Description of services to be acquired:
The contractor shall furnish all supervision, equipment, tools, labor, and supplies necessary to perform for annual inspection, preventive maintenance and repair of vehicle exhaust removal systems located in Fire Stations 1, 2, 3, 4 and 5 located on Edwards Air Force Base (EAFB), and Air Force Research Laboratory (AFRL), California. The contractor shall not perform inherently governmental functions as defined in RFO Subpart 7.5 in relationship to this SOW. The work shall be performed in accordance with (IAW) this SOW, industry standards and/or manufacturer recommendations, whichever is strictest. This is a nonpersonal services contract to provide the of Fire Department Vehicle Exhaust Inspection, Maintenance and Repair. The government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the government.

(ix) Period of Performance: 1 Base Year, 4 Option Years (1 October 2026 - 30 September 2031)

Solicitation Model Contract. RFO clause at 52.212-4, Contract Terms and Conditions-
Commercial Products and Commercial Services, applies to this acquisition and any addenda to
the clause.

the evaluation procedure and criteria for this requirement. Ensure the completed Past
Performance Questionnaires, Attachment 7, are provided with your response IAW the
52.212-1 and 52.212-2 instructions/criteria, signed by a valid past performance reference.

All Questions submitted within the Q&A window will be answered and posted as an amendment to this Solicitation on or before 24 August 2026. Final solicitation submissions are due no later than 27 August 2026 at 3:30pm. PDT. No hand delivered or mailed proposals will be accepted, only emailed responses will be considered or evaluated.

Please note there will not be a site visit held for this solicitation.
