This notice is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL , nor does it restrict the Government as to the ultimate acquisition approach. This notice is open for responses from Korean Architect-Engineer (A-E) Firms Only and responses will be utilized to determine if this requirement can be set-aside for Korean A-E Firms . The Government will not reimburse respondents for any cost incurred in preparation of a response to this notice. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to rank submittals or provide any reply to interested companies and responses will not be returned. 1. CONTRACT INFORMATION: The U.S. Army Corps of Engineers, Tulsa District is conducting market research to identify qualified Korean A-E Firms capable of providing a range of services including facility assessments, real property support, GIS data analysis, asset management, and other associated project support, specific to supporting Real Property Inventory (RPI) for the U.S. Marine Corps Installations Command (MCICOM). The RPI will be conducted in the form of U.S. Marine Corps (USMC) Asset Evaluations. These services will support projects at multiple U.S. Marine Corps installations or facilities throughout the Republic of Korea. The Government is performing market research in order to determine if any Korean A-E Firms possess the capability to execute the requirements within this acquisition. Interested Korean A-E Firms who meet the capability requirements identified in this notice are requested to reply to this notice with a response to the questions below. If no experience or capabilities are associated with a particular question, please specify. All Korean A-E Firms must be registered in the System for Award Management (SAM). 2. PROJECT INFORMATION: Contractors must have the capability to provide technical support for the planning, programming, and installation/facility management of real property in support of the Defense Logistics Agency Disposition. Specific technical support includes requesting, collecting, and reviewing existing DLA Disposition Services real property records, facility requirements, planned SRM, MILCON, and O&M projects, industrial engineering initiatives, previous Area Development Plans (ADPs), and host-installation GIS layers to establish an existing conditions baseline. Contractors must have demonstrated technical capability to provide comprehensive master planning, facility assessment, and capital programming across the global Defense Logistics Agency (DLA) enterprise in accordance with standards and requirements. Specific technical support requires the capability to assess and integrate worldwide logistics connectivity to include analyzing how dispersed CONUS and OCONUS disposition sites connect into strategic inter-theater supply chains, multi-modal freight corridors, and defense distribution networks. Contractors must demonstrate the organizational and logistical capacity to deploy multidisciplinary planning teams across multiple global combatant commands simultaneously, formulate Rough-Order-of-Magnitude (ROM), and maintain enterprise-wide capital synchronization through an Integrated Project List (IPL) within the ADP. All work shall be prepared according to the UFC 2-100-01 (Installation Master Planning) for DLA facilities. Contractors are required to be capable of obtaining, and to obtain United States Government Common Access Cards (CAC). Contractors must complete initial and annual refresher AT Level I awareness training. Online AT Level I awareness training is available at https://jko.jten.mil/ (website subject to change). Data collected as part of the Area Development Plan will be handled as Controlled Unclassified Information (CUI). Contractors must have the ability to handle and store files and data in accordance with Cybersecurity Maturity Model Certification (CMMC) requirements. The contract requires the Contractor to have the ability to collectively coordinate installation access and travel to multiple DLA locations within the Republic of Korea and worldwide, in order to analyze and link each site into an interconnected worldwide logistics network; ensuring synchronized material flow, inter-theater distribution connectivity, and mutual operational support across Korea, overseas theaters, and CONUS installations. Full design, construction and repair services are expressly excluded from this acquisition. 3.
