The United States Coast Guard Deputy Commandant for Systems (DCS) is issuing this combined synopsis/solicitation on behalf of the Surface Forces Logistics Center (SFLC) to award a firm-fixed-price service contract, as detailed in the attached Statement of Work.
Provide USCGC ASPEN with 01 Main crane 77,161lb weight bag (Brand Name or Equal to Canflex P/N CT/CPS-35) and 02 low overhead 11,023lb weight test bags (Brand Name or Equal to Canflex P/N CT/CPS-5LH) to enable ship's force to conduct biennial weight tests on Main crane, dual point, and single point davits.

Deliverables and Performance Requirements  QTY: 01 CRANE TEST WATER BAG Capacity = 35,000 kg (77,161 lb)  QTY: 02 CRANE TEST WATER BAG Capacity = 5,000 kg (11,023 lb)  QTY: 03 90° elbow with male and female camlock (w/STA-LOK II) with a minimum pressure rating of 150 PSI  QTY: 03 2” x 15 ft long lay flat hose with female camlock (w/STA-LOK II) and male camlock connections at opposite ends with a minimum pressure rating of 150 PSI. (Purpose: Fill /oAload hose)  QTY: 03 2” PVC ball valve comes with male and female camlocks (w/STA-LOK II) to connect to 2” fill hose with a minimum pressure rating of 150 PSI  Completed assemblies shall be delivered to: USCGC ASPEN ATTN: CWO Schlereth 4688 Homer Spit Road Homer, AK 99603.

This acquisition is a 100% total small business set-aside under NAICS code 314910 - Textile Bag and Canvas Mills., with a corresponding small business size standard of 500 employees. The applicable Product Service Code is 2090 - Miscellaneous Ship and Marine Equipment.


The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation is most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
• Technical Capability (Pass/Fail)
• Past Performance (Pass/Fail)
• Total Price
A quotation must receive an Acceptable rating for all non-price factors to be eligible for award. Among all acceptable quotations, award will be made to the responsible offeror submitting the lowest evaluated price.
To establish Technical Capability (Pass/Fail), the quotation must demonstrate a clear understanding of the work statement requirements, conform strictly to all specifications in the attached Statement of Work, and provide any adequate capability and corporate experience documentation required by the solicitation. Failure to meet these criteria will render the quotation unacceptable.
The Government will evaluate recent (completed within the last three years) and relevant past performance to assess the likelihood of successful performance. Past performance will be evaluated on an acceptable or unacceptable basis. To receive an acceptable rating, past performance must demonstrate a rating of satisfactory or higher performance of similar work. Offerors without recent or relevant past performance will be assessed as "Neutral" and considered acceptable for award. Past performance demonstrating marginal or below performance is unacceptable.
Offerors shall identify all subcontractors anticipated to perform work under this contract. For each subcontractor, the offeror shall provide the subcontractor’s name, address, point of contact, phone number, the specific work items/specifications they will perform, and the percentage of work they will execute.

Offerors must submit a quotation that clearly identifies the items offered and demonstrates compliance with the stated requirements. Submit offers on a firm-fixed-price basis. Prices must be all-inclusive and must cover all costs associated with providing the services, including but not limited to labor, materials, equipment, supervision, transportation, and any other costs. The Government may consider offers nonresponsive if they include conditional pricing, price escalation language, or statements indicating that prices are subject to adjustment based on future costs or fees. The Government intends to evaluate offers and make award without discussions; therefore, offerors should submit their best offer with initial submission.
