Special Notice
This is a special notice prepared in accordance with Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) 5.201 "Solicitation Notice." Due to the commercial nature of this item, the publicizing and response time is set to afford potential offerors a reasonable opportunity to respond in accordance with RFO FAR 5.201(d).
The U.S. Army Corps of Engineers, Portland District intends to award a firm-fixed-price contract to Ott HydroMet, 22400 Davis Dr, Sterling, Virginia 20164-7127. The purpose of this acquisition is to procure the Sutron Satlink 3 Logger/Transmitter with Iridium card SL3-1-IR-D and associated peripheral accessories. This equipment will be utilized to collect and transmit hydrologic information at various monitoring sites within the U.S. Army Corps of Engineers, Portland District. The Sutron SatLink Logger/Transmitter SL3-1-IR-D contains the GOES and Iridium transmission methods required to meeting the needs of the Portland District. Sutron is the manufacturer of the Satlink3 logger/transmitter SL3-1-IR-D.
The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(a)(1) as implemented by RFO FAR 12.102(a) Restricting Competition for acquisitons valued at or below the simplified acquisition threshold.
A SOLICITATION WILL NOT BE POSTED
The Government intends to proceed with this single source action. The NAICS code is 334519 - Other Measuring and Controlling Device Manufacturing. The size standard as defined by the U.S. Small Business Administration is 500 employees.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they are an authorized distributor for the Sutron SatLink Logger/Transmitter SL3-1-IR-D, or distributer of a product that is equivalent to the SL3-1-1R-D (product required to have GOES and Iridium transmission methods). If no affirmative written responses are received by 11:00 AM Pacific Time on 18 April 2026, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. Electronic responses and questions shall be submitted via email to the contracting point of contact listed in this posting. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
