Material Management

THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or request for proposal and no contract or purchase order will be awarded from this notice.  There is no solicitation at this time.  

Military Sealift Command (MSC) is seeking information and potential contractors in support of an upcoming planned requirement in support of MSC’s Logistics Directorate (N4). The Contractor shall provide non-personal logistics services including Material Receipt; Material Stowage; Special Material Stowage; Material Transportation; Material Disposal; Special Materials, Centrally Managed Stock; Real-Time Reutilization Asset Management; Ashore Audit and Inventory; Customer Service; Material Handling Equipment and Warehouse Equipment; Training and Phase in and Phase out for MSC ashore locations worldwide. Additionally, the Contractor shall provide all required labor, travel, material, and vehicle support necessary to complete the requirement. MSC will provide warehouse and office space, including various forklifts and storage aids for the Contractor to provide the above-mentioned services.

The anticipated period of performance is a one-year base period, plus four (4), one-year option periods with a total period of performance from 19 September 2027 – 18 September 2032. The anticipated NAICS Code is 493110: General Warehousing and Storage.

This is a market research tool used to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. Respondents will not be notified of the results and the U.S. Government is not required to answer any questions submitted in regards to this notice. Please note the information within this notice will be updated and/or may change prior to an official synopsis/solicitation, if any.

Sources Sought Submission Requirements: It is requested that interested businesses submit information outlining their company information, small business standing, ability to perform in accordance with the draft Performance Work Statement (PWS), and intent of subcontracting.  Submission is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring the requirement to be consistent with industry.

Responses should reference the Sources Sought Notice and shall include the following information in this format:

(a) Company profile including number of employees, office location, Unique Entity ID, and CAGE Code.

(b) Point of contact, telephone number, fax number, address, and email address (if available).

(c) Corporate Experience and Management:

1. Global Operations: Describe your company’s experience managing logistics and warehouse operations of similar size, scope, and complexity across multiple, geographically dispersed international locations as detailed in draft PWS Section 1.1. How do you ensure standardized performance and quality control across all sites?
2. Key Personnel: The draft PWS identifies numerous key personnel with specific, high-level qualifications (PWS Section 3.20). Describe your strategy for recruiting, hiring, and retaining personnel who meet these stringent requirements for the life of the contract. What is your plan for rapidly filling vacancies to meet the 30-day requirement?
3. Subcontractor Management: If applicable, describe your experience managing subcontractors to meet the requirements of a complex, global contract. How do you ensure subcontractors adhere to all performance, security, and quality standards outlined in the draft PWS?

(d) Technical and Operational Capability:

1. Inventory Management and Accuracy: The PWS requires maintaining a 98% inventory accuracy rate and conducting 100% annual inventories (PWS Section 3.2, 3.6). Describe your technical approach and quality control processes for achieving and sustaining this level of accuracy across the estimated workload, including your methodology for causative research of gains and losses.
2. Logistics Modernization & System Integration: Section 3.10 outlines a significant requirement for advanced warehouse operations and logistics modernization, including data cleansing, and developing capabilities to be integrated with the government's system of record (CMLS, ERP plus or current system).
   1. Describe your experience in cleansing, normalizing, and standardizing large, disparate inventory data sets.
   2. Detail your capabilities and past performance in developing and integrating custom modules (e.g., material visibility, stowage optimization) with existing government or commercial Enterprise Resource Planning (ERP) systems.
3. Special Material Handling: This contract requires handling, stowing, and transporting various special materials, including Hazardous Material (HAZMAT), temperature-controlled items, and Security Risk Category (SRC) II-IV Small Arms (PWS Sections 3.2, 3.3). Please describe your experience, certifications, and established procedures for managing these materials in compliance with all cited regulations.
4. Ship Decommissioning Support: Describe your experience providing logistics support for ship deactivation, to include embarking on vessels, as outlined in PWS section 3.4.2. Detail your ability to work within shipboard systems (e.g., ShipCLIP, eRMS) and manage the disposition of large volumes of material in a dynamic environment.
5. Surge and Contingency Operations: The draft PWS requires the ability to surge to 24/7 operations during emergencies or contingencies (PWS Section 1.1.13). Describe your plan and capabilities for rapidly augmenting your workforce and resources to meet these demands at any of the specified global locations.
6. Security: This contract requires a SECRET facility clearance and for personnel to have security clearances. Describe your company's experience in managing cleared contracts and personnel, including your processes for ensuring compliance with all security requirements outlined in PWS section 3.17, particularly the unique staffing requirements for South Korea.

(d) Describe any past performance efforts with a similar scope to the proposed requirement. Provide contract numbers, dollar value, and the period of performance for each contract referenced in the response to this source sought notice.

(e) Provide feedback on edits to the draft PWS or overall requirement, areas for innovative approaches, or other recommendations on the best ways to fulfill this requirement.
