THIS IS A SOURCES SOUGHT NOTICE FOR MARKET-RESEARCH PURPOSES ONLY. THIS IS NOT A REQUEST FOR QUOTES, INVITATION FOR BIDS, OR REQUEST FOR PROPOSALS. No solicitation is currently available. Responses to this notice will not be considered quotes, bids, or proposals and cannot be accepted by the Government to form a binding contract. The Government will not reimburse respondents for any costs incurred in preparing or submitting a response.

PURPOSE

The Mission and Installation Contracting Command–Fort Stewart is conducting market research in accordance with FAR Part 10 to identify capable businesses and assist the Government in determining the appropriate acquisition strategy, including the availability and capability of small-business concerns.

The Government is seeking information from businesses capable of performing the complete requirement described below. The Government is also interested in identifying existing contract vehicles through which the requirement may be acquired.

REQUIREMENT DESCRIPTION

The anticipated requirement is for a firm-fixed-price, non-personal services contract or order to upgrade and reconfigure access-control systems and intrusion-detection systems at Fort Stewart, Georgia.

The contractor would be required to provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other non-personal services necessary to perform the requirement. The anticipated work includes:

1.           Upgrading and reconfiguring existing electronic security systems.

2.           Installing badging and SCIF-specific workstations.

3.           Replacing legacy magnetic locks with SCIF-compliant electric locking hardware.

4.           Realigning intrusion-detection-system zones.

5.           Installing and integrating access-control and intrusion-detection equipment.

6.           Replacing designated doors and frames.

7.           Installing vehicle sliding gates and gate operators.

8.           Replacing gate-pedestal card readers.

9.           Performing required system programming, integration, testing, commissioning, documentation, and training.

10.        Restoring affected surfaces and work areas following installation.

The contractor must be capable of integrating the new work with the Government’s existing electronic security infrastructure and performing work in and around Sensitive Compartmented Information Facilities. Contractor personnel must be capable of satisfying all applicable installation-access, personnel-security, technical-certification, and security-clearance requirements identified in the final requirement.

FIPS 201 AND PHYSICAL ACCESS CONTROL SYSTEM REQUIREMENTS

The contractor must be capable of upgrading and integrating the Government’s existing Physical Access Control System using products and solution components that comply with Federal Information Processing Standard 201 requirements.

Physical Access Control System products and integrated solution components furnished under the anticipated requirement must be listed as approved under the Federal Government’s FIPS 201 Evaluation Program and must remain approved at the time of installation. The proposed solution must use an approved 13.01 or 13.02 topology, as applicable, and must preserve compatibility with the Government’s existing DAQ-based electronic security infrastructure.

The anticipated Product Service Code is N063, Installation of Equipment—Alarm, Signal, and Security Detection Systems. The anticipated North American Industry Classification System code is 561621, Security Systems Services (except Locksmiths).

CAPABILITY-STATEMENT REQUIREMENTS

Interested businesses shall submit a capability statement addressing the complete requirement. Responses should not merely state that the company is capable. Each response should provide sufficient information for the Government to evaluate the firm’s actual qualifications, experience, resources, and ability to perform.

At a minimum, responses shall include:

1.           Company name, physical address, website, telephone number, and primary point of contact, including email address.

2.           Unique Entity Identifier and Commercial and Government Entity code.

3.           Business size under NAICS 561621 and all applicable socioeconomic categories, including small business, 8(a), HUBZone, service-disabled veteran-owned small business, veteran-owned small business, and women-owned small business status.

4.           A description of the company’s ability to perform the complete requirement as a prime contractor, including its anticipated use of subcontractors or teaming partners.

5.           Relevant experience from up to three contracts or projects completed or substantially performed within the past five years. For each example, identify the customer, contract number if applicable, period of performance, approximate value, scope, and a customer point of contact if releasable.

6.           Experience installing, programming, integrating, testing, and commissioning access-control and intrusion-detection systems in operational Government facilities.

7.           Experience performing electronic-security-system work in Sensitive Compartmented Information Facilities or similarly controlled facilities.

8.           The respondent’s experience, manufacturer authorizations, certifications, and technical qualifications for installing and integrating FIPS 201-compliant Physical Access Control System solutions with existing DAQ-based systems. Identify the applicable FIPS 201 Approved Products List numbers and the approved 13.01 or 13.02 topology for the solution the respondent is capable of providing. If cloud infrastructure or services would be used, explain how the proposed deployment would satisfy applicable Federal Risk and Authorization Management Program and agency cybersecurity requirements.

9.           The company’s ability to provide personnel capable of satisfying the anticipated Top Secret/Sensitive Compartmented Information clearance and access requirements.

10.        Identification of any GSA Multiple Award Schedule contract, applicable Special Item Number, Government-wide acquisition contract, indefinite-delivery contract, or other existing contract vehicle through which the company could provide the required products and services.

11.        Whether the products and services are customarily offered in the commercial marketplace and any customary commercial practices the Government should consider.

12.        Any anticipated technical, schedule, security, supply-chain, or acquisition barriers that could affect successful performance.

13.        The respondent’s recommended period of performance and estimated mobilization time following award.

14.        Any recommendations that would improve competition, reduce performance risk, or clarify the requirement.

Responses should be provided in Microsoft Word or searchable PDF format and should not exceed 10 pages, excluding a cover page. Respondents shall clearly mark proprietary or competition-sensitive information. The Government may contact respondents for clarification or additional market-research information.

Do not submit formal pricing or a binding quote in response to this notice.

The Government will use the information received for market-research and acquisition-planning purposes. Responses will not receive a formal evaluation or source-selection decision. The Government is not obligated to issue a solicitation or award a contract as a result of this notice. If a solicitation is issued, it will be announced separately through the appropriate Government procurement system, and interested parties will be responsible for monitoring that system for future notices.
