Captain of the Port (COTP) Boundary Geospatial Dataset Production Support Services

This is a combined synopsis/solicitation for commercial products and/or commercial services prepared in accordance with FAR Part 12. This acquisition is a 100% small business set-aside in accordance with FAR 19.502-2. The Government anticipates award of a firm-fixed-price contract with a six-month period of performance from the date of award.

The United States Coast Guard (USCG), Navigation Center (NAVCEN) is soliciting quotations for a contractor to produce, validate, and deliver a complete, publication-ready national geospatial dataset representing approximately 525 ports and waterways in accordance with Federal Acquisition Regulation (FAR) Part 12.

Amendment 01- 09/17/2026- The purpose of this amendment is to post the answers to questions received, provide clarifying updated solicitation language, and provide the 1449 attachment

Due to system limitations, a new 1449 was generated and references 70Z02326QNAV00001. For purposes of this solicitation, The SAM reference of 70Z02326QNAV00002 can still be referenced, however, the 1449 references an alternate identifier but this does not affect any salient information. Both apply during this solicitation phase.
