Demolition and Construction of Radio Tower at Mount Wachusett, Princeton, MA

The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for Demolition and Construction of a Radio Tower at Mt. Wachusett, Princeton, Massachusetts. This announcement is to determine the interest, availability, and capability of 8(a), Women-Owned, Service Disabled Veteran-Owned, HUBZone and Small Business concerns for this project.  The NAICS code for this procurement is 238910 with a size standard of $19M.  The contract solicitation is planned to be issued in the spring of 2027 with construction to take place over a 4-month period beginning in the summer of 2027. The estimated construction cost is between $100,000 and $500,000.

The radio tower on Mt. Wachusett facilitates radio transmission between multiple U.S. Army Corps of Engineers projects throughout New England. The tower also hosts antennas from several other agencies.

The work of this project includes demolition of two (2) existing towers and construction of a new radio tower.

The specific work includes site preparation, temporary removal of existing antennas, demolition of an 80 ft radio tower founded on rock and a 30-ft radio tower located on a radio building roof, construction of a self-supporting 90-ft radio tower, re-installation of the temporarily removed antennas, and replacement of the radio building’s rubber roof.

The existing 80-ft radio tower is located within 10 feet of the radio building. Due to FAA permitting requirements, the proposed 90ft tower will be located in the same footprint as the existing tower.  The contract site can be accessed via paved roads during the spring, summer, and autumn, but is closed during winter months.

Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.), type of equipment the firm might propose to use on the project, two (2) example projects performed by the firm in the last ten (10) years (including Points of Contact for those projects) showing experience with the project type and proposed equipment, and bonding capacity. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications meeting the same qualifications listed above, which will be used to support the bidder's effort. Firms may use subcontractor experience to demonstrate experience with the requirements, but the role and work performed by each team member (prime and subcontractors) on projects demonstrating that team member's experience shall be the same as the role for that team member for this project.  Proof of bonding capability is required.
