This notice is not a request for competitive quotes. NAVSUP FLCSD intends to award a sole-source contract.
NOTICE OF INTENT TO AWARD ON A SOLE-SOURCE BASIS
The Naval Supply Systems Command Fleet Logistics Center San Diego (NAVSUP FLC San Diego), in support of the Naval Postgraduate School (NPS), intends to solicit and award a cost-reimbursable, non-commercial contract on a sole-source basis to the National Academy of Sciences (NAS), CAGE 1D969, 2101 Constitution Ave NW, Washington, DC 20418.
This acquisition is being conducted using other than full and open competition pursuant to FAR 6.302-1 and 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. The Government has determined that NAS is the only known responsible source capable of meeting the Government’s requirements.
NAS was established in 1863 by Congressional charter approved by President Abraham Lincoln to advise the Federal Government on scientific and technological matters. Although chartered by Congress, NAS and its affiliated organizations are private entities, not Government agencies. Under 36 U.S.C. 150303, NAS is authorized to investigate, examine, experiment, and report on matters of science or art for the Federal Government. Compensation under the charter is limited to actual expenses incurred; accordingly, no profit or fee is allowed.
The requirement is for administration of the NPS Resident Research Associateship Program, including recruitment of highly qualified U.S. and foreign scientists to work in NPS science and engineering laboratories; stipend administration; administrative and programmatic support; applicant processing; expert panel review; award administration; and ongoing support to research associates and NPS program leadership. This requirement is a follow-on effort for continued support of the program.
The Government’s sole-source determination is based on NAS’s unique capability to provide the full range of required program administration and scientific review functions. NAS’s Congressional charter and authority under 36 U.S.C. 150303 to investigate, examine, experiment, and report on scientific matters for the Federal Government further support the Government’s determination that NAS is uniquely qualified to perform this requirement. In addition, NAS is uniquely positioned to support the full scope of this requirement, including administration of a research associateship program involving highly qualified U.S. and foreign national participants, expert scientific review functions, and continued support to the NPS research enterprise. Supporting market research indicates that alternatives considered do not satisfy all NPS requirements, particularly with respect to support for senior associates and non-U.S. citizen participants.
The applicable NAICS code is 541715 and the Product Service Code (PSC) is R499.
This notice is not a request for competitive proposals. However, responsible sources that believe they can satisfy the Government’s requirement may submit a capability statement. Capability statements must clearly demonstrate the ability to provide the full scope of required services, including administration of a research associateship program for U.S. and foreign scientists, support for postdoctoral and senior associates, expert scientific panel management, stipend and program administration, and recurring program reporting.
Interested parties may submit questions regarding this notice in writing by email to the point of contact identified below. Questions must be received no later than 3:00 p.m. PDT on 08 September 2026. The Government may, at its discretion, respond only to those questions deemed necessary to clarify the notice. Responses to questions, if provided, will be posted as an attachment to this notice.
Submission Instruction Length Constraint
Submissions must not exceed 6 pages in 10-point Times New Roman font. This market research is solely to determine if technical capabilities exist in the marketplace. The results of this assessment will help the Government determine whether qualified sources exist and inform the decision on whether to continue with sole-source procurement or pursue competition.
