This is a combined synopsis/solicitation for a commercial item, prepared in accordance with the format in RFO overhaul subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.
The 30th Space Force Squadron (30 SFS) at Vandenberg SFB requires lightweight, handheld, standalone counter-small unmanned aerial systems (C-sUAS) for mobile, independent base defense. The Government is seeking to procure the Dzyne Dronebuster, leveraging strictly Commercial-Off-The-Shelf (COTS) and Non-Developmental Items (NDI) to meet critical defense requirements.
Market research into C-sUAS capabilities shows that the commercial sector has evolved to offer ruggedized, battery-operated mitigation devices capable of full threat disruption with a single portable unit. While there are no overarching mandatory-use policies for general security hardware, the C-sUAS regulatory environment necessitates procuring systems with immediate legal deployability via universal 10 U.S.C. § 130i and FAA operational approvals.
The Dzyne Dronebuster possesses the requisite federal airspace and frequency authorizations and is already widely integrated as an enterprise-level capability across the Department of Defense. Procuring unapproved commercial alternatives for Vandenberg SFB would result in unacceptable regulatory delays and unrecoverable testing costs to achieve compliance.
While this requirement is restricted to the specific make and model (Dzyne Dronebuster) due to mandatory operational and legal approvals, market research confirms the system is available through multiple authorized commercial resellers. This requirement is being solicited as a Request for Quotes (RFQ) to leverage standard commercial procurement channels, transparent MSRPs, and competitive pricing among authorized resellers.
The Government intends to award a single firm-fixed-price purchase order to the responsible offeror whose quote, conforming to the solicitation, is determined to be the best value to the Government based on a Lowest Price Technically Acceptable (LPTA) basis. To be considered technically acceptable, the offeror must be an authorized reseller capable of providing the required Dzyne Dronebuster systems.
