RFQ: Spectrum Analyzer MOARNG G6

The solicitation W912NS26Q2010 is being issued as a Request for Quotation (RFQ).

This procurement is set-aside for Small Business concerns.

The following are requested in accordance with the attached B8 Purchase Description document:

CLIN 0001: Spectrum Analyzer. See attached B8 Purchase Description for the required salient characteristics.

CLIN 0002: On-site Training (if separate).

CLIN 0003: Optional capability to expand coverage to 33 GHz.

Delivery Location: 7001 Range Road, Jefferson City, MO 65101

Quote Submission Instructions: Submit your quote and specifics of the system offered on your Company Letter Head (include CAGE). Offeror shall utilize the Contract Item Number (CLIN) structure when submitting Quote. Quoted Price shall include any taxes or fees and shipping to fully meet criteria of the RFQ. If offeror fails to fully demonstrate quoted items meet the salient characteristics, they shall be considered not acceptable or non-responsive. Submit quotes electronically via email to stephen.j.miller1.civ@army.mil utilizing the following subject: RFQ W912NS26Q2010 "Company Name”. All quotes shall be submitted by 3:00pm/1500 Central Daylight Time September 24th, 2026.

Question Submittal: Submit in similar format to quote submission above and to the same email addresses not later than 10:00am/1000 Central Daylight Time September 24th, 2026.

Basis of Award: This is a solicitation for commercial items using RFO FAR Part 12 Procedures. The government will conduct comparative evaluations of offers received and make an award to the offer determined to be the best value after evaluating factors including but not limited to delivery lead time, warranty, technical characteristics of the products quoted, and price.

Contract award: The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. The optional CLIN 0003 will be evaluated and it may, or may not, be awarded.

Award Type: This will be a firm-fixed price purchase order. The Missouri National Guard reserves the right to look at past performance, references, and SBA certificate of competency before finding technically acceptable. This solicitation requires registration with the System for Award Management (SAM) to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be “ACTIVE” at the time of award. Payment: Invoiced and paid through Wide Area Workflow (WAWF).
