Solicitation number 70SBUR26R00000017 is issued as a request for proposal (RFP) for Online Personal Data Protection services for U.S. Citizenship and Immigration Services (USCIS) in support of Office of Security and Integrity (OSI). The following information is provided in accordance with Revolutionary FAR Overhaul (RFO) 12.202(b)(1).
i. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO Part 12.
This announcement constitutes the only solicitation. Offers are being requested, and a separate written solicitation will not be issued.
Solicitation number 70SBUR26R00000017 is issued as a request for proposal (RFP) for Online Personal Data Protection services for Office of Security and Integrity (OSI).
This acquisition is not set aside for small business. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
ii. A list of line-item number(s) and items, quantities, and units of measure.
Information on contract line-item numbers, items, quantities, and units of measure is provided in Solicitation 70SBUR26R00000019 and its attachments.
iii. Description of requirements for the items to be acquired, including documentation supporting any brand name descriptions (see 12.102).
USCIS, Office of Security and Integrity (OSI), requires commercial online personal privacy protection services to protect approximately 250 USCIS employees and their families from internet-based threats and doxxing. The contractor shall continuously monitor public, deep, and dark web sources and social media; identify and issue real-time alerts concerning potential doxxing incidents or unauthorized disclosures; remove or limit exposed personally identifiable information (PII), including opt-outs from open-source personal-information databases; provide a reporting interface, vulnerability assessments, privacy-threat mitigation, data-removal confirmation, notifications, consultation, and support; work directly with enrolled employees to establish service parameters; and furnish the implementation, monitoring, reporting, training, mitigation, and closeout deliverables specified in the Performance Work Statement (PWS). The contractor shall provide all necessary personnel, supervision, management, equipment, materials, and services, except for Government-furnished information. The requirement must be scalable as needs develop and includes an additional contract line-item number for a cataclysmic event or other unanticipated need beyond the problems and solutions anticipated at award.
iv. Date(s) and place(s) of delivery and acceptance and f.o.b. point (see part 47).
Period of Performance: Twelve (12) months from the date of award. Coverage for each enrolled individual shall be continuous for one year from the date the service is activated. Base period shall include one base quantity of 250 units and one optional quantity of 250 units.
Place of Performance: Contractor-owned facility.

Technical data is not required to respond to this RFP. This award is not for a construction requirement.
The Government anticipates awarding a firm-fixed-price contract in September 2026 using Lowest Price Technically Acceptable (LPTA) procedures. Award will be made to the responsible offeror whose proposal conforms to the solicitation, is determined technically acceptable, and presents the lowest evaluated total price. No qualification requirement applies to this acquisition.
All responsible sources may submit a proposal, which will be considered by the agency.
