The AFLCMC Operational Contracting Branch at Wright-Patterson AFB, Ohio, is seeking capability packages from potential sources to support the 2026 Air Force Marathon.
This Sources Sought synopsis is published for market research purposes only to identify potential sources capable of delivering any one or a combination of the supplies and/or services described in the attached Statement of Work (SOW).
The Government is seeking capability packages from all potential sources, including but not limited to: Small Businesses (SB), 8(a) participants, HUBZone Small Businesses, Economically Disadvantaged Women-Owned Small Businesses (EDWOSB), Women-Owned Small Businesses (WOSB), Small Disadvantaged Businesses (SDB), and Service-Disabled Veteran-Owned Small Businesses (SDVOSB).
Technical Response Requirements
Interested vendors that respond shall review the attached instructions and technical requirements. Capability packages must include the following information:
- Technical Capability & Compliance:
- Specify exactly which one or combination of requirements (products or services) your company can provide that meet the attached specifications.
- Provide detailed information demonstrating clear technical compliance with the SOW and requirements.
- Foreign Status: Indicate your status as a foreign-owned/foreign-controlled company, as well as any contemplated use of foreign national employees on this effort.
- Subcontracting Strategy: Address how the primary tasks identified in this notice will be broken out between the prime contractor and subcontractors (if applicable). Respondents should consider the potential application of Limitations on Subcontracting (FAR 52.219-14) and the Non-Manufacturer Rule (FAR 52.219-33) for any future acquisition.
Mandatory Compliance & Certifications
- System for Award Management (SAM): All prospective contractors must be registered in the SAM database to be eligible for a Department of Defense (DoD) contract award.
- Cybersecurity Maturity Model Certification (CMMC): CMMC is a Department of War framework designed to protect sensitive unclassified information. Level 1 Certification is a mandatory requirement. All offerors must demonstrate full compliance by self-certifying with the 15 basic safeguarding requirements for Federal Contract Information (FCI) outlined in RFO 52.240-93(b)(1).

- No Active Solicitation: A solicitation for this requirement does not exist; therefore, do not request a copy of the solicitation. The decision to solicit for a contract will be solely within the Government's discretion.
- Not a Contractual Offer: Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract.
- Voluntary Submissions & No Reimbursement: Any information submitted by respondents to this Sources Sought is purely voluntary. This notice is not a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information.
- Assessments & Notifications: Respondents will not be individually notified of the results of any Government assessments.
- Acquisition Strategy: The Government reserves the right to consider a small business set-aside based upon the capability statements received. This market research will factor into whether any forthcoming solicitation will be conducted as a full and open competition, a total small business set-aside, or a set-aside for a particular small business program. Note: A small business set-aside decision has not yet been made.
Capabilities Package & Submission Instructions
All interested vendors shall submit a capabilities package to provide various supplies and services in support of the 2026 Air Force Marathon that explicitly demonstrates their capability to provide any one or more supplies and/or services that meet the need.
- Format Constraints: The capabilities package should be brief and concise yet clearly demonstrate an ability to meet the stated requirements. The response must not exceed five (5) pages.
- Submission Deadline: Capabilities Packages submitted in response to this Sources Sought synopsis must be received NO LATER THAN 03 JULY 2026 AT 4:00 PM EASTERN TIME.
