Industry Outreach Event - GUAJATACA DAM Permanent Repair Project
TWO DAY EVENT, JULY 28 - 29, 2026
DESCRIPTION: The US Army Corps of Engineers, Latin America & Caribbean District, is hosting an Outreach Event for the Guajataca Dam Permanent Repair Project, Puerto Rico. This is not a solicitation for proposals, and no contract shall be awarded from this notice.
PROJECT SCOPE:
This event will discuss TWO separate potential contract actions. The primary purpose is to solicit feedback from the construction industry, specifically targeting contractors with expertise in deep soil mixing (DSM), deep mixing methods (DMM), and other innovative soil improvement techniques for seismic remediation of a dam with a very soft puddle clay core.
Guajataca Dam Early Work Effort (Potential Contract 1): This scope of work includes but is not limited to utility (electrical, telecommunications, water and sewer) relocations, administrative office building demolition and relocation, traffic report and detour route, left abutment water supply siphon system and all incidental related work. All work affecting public roads, restricting public traffic, and involving utility relocations shall comply with Puerto Rico Highway and Transportation Authority’s Standard Specifications.
Project Magnitude: For informational and bonding purposes, the estimated magnitude of this construction project is between $20M and $50M.
Guajataca Dam Permanent Repair Project (Potential Contract 2): The scope of work for Guajataca Dam Permanent Repair Project includes repair construction of several major features to address significant risks relating to: Stoping of embankment material into karst and joint features in the right and left abutments, transverse cracking of the dam due to seismic loading, seismic deformation and cyclic softening of the puddle core leading to crest lowering and overtopping, concentrated leak erosion (CLE) through transverse cracks across the embankment caused by landslide movement, cracking and scour of the grouted riprap chute, and overtopping of the right side of the spillway causing embankment scour and stability failure.
USACE is specifically seeking to engage with soil improvement and deep soil mixing contractors to address key project challenges, which include:

An informative presentation will be provided with detailed information for the upcoming permanent repair project for Guajataca Dam, Puerto Rico. The focus will be on the scope of work (repair plan measures), construction considerations, acquisition strategies and timelines, and contracting requirements.
Attendees should RSVP for the event, if interested, at earliest convenience. Attendees are also encouraged to submit questions via ProjNet in advance to allow us to focus on areas of particular interest, but active and open discussion will be encouraged throughout.

Questions: The Government will address questions the day of and after the event. Attendees will be given the opportunity to submit written questions during the presentation; index cards will be provided. Aside from the Outreach Event Day, all questions must be submitted through ProjNet (See instructions below).

To submit and review inquiry items, participants will need to use the alpha-numeric key IK23KZ-9HBXRZ and follow the instructions listed below the key for access. A participant who submits a comment/question will receive an acknowledgement of their comment/question via email, followed by an answer to the comment/question after it has been processed by our technical team.
All timely questions and official/approved answers will be made available through ProjNet. Official/approved answers to all timely questions will also be posted on the Sam.gov website in the form of a report generated from ProjNet when all answers are finalized. We appreciate your questions and feedback by 5:00 pm, AST on July 31, 2026.

Specific Instructions for ProjNet Bid Inquiry Access from ProjNet home page:
1. Identify the Agency. This should be marked as USACE.
2. Email. Enter the email address you would like to use for communication.
3. Inquiry Key: IK23KZ-9HBXRZ
4. Click Continue. A page will then open saying that a user account was not found and will ask you to create one using the provided form.
5. Enter your First Name, Last Name, Company, City, State, Phone, Email, Secret Question, Secret Answer, and Time Zone. Make sure to remember your Secret Question and Answer as they will be used from this point on to access the ProjNet system.
6. Click Add User. Once this is completed you are now registered within ProjNet and are currently logged into the system.
Specific Instructions for Future ProjNet Bid Inquiry Access from ProjNet home page:
1. For future access to ProjNet, you will not be emailed with any type of password. You will utilize your Secret Question and Secret Answer to log in.
2. Identify the Agency. This should be marked as USACE.
3. Email. Enter the email address you used to register previously in ProjNet.
4. Inquiry Key. Enter IK23KZ-9HBXRZ listed above.
5. Click Continue. A page will then open asking you to enter the answer to your Secret Question.
6. Enter your Secret Answer and click Login. Once this is completed you are now logged into the system.
