The purpose of this notice/amendment is to release a DRAFT SeaPort Next Generation (SeaPort-NxG) solicitation to solicit feedback, questions, and recommendations from industry prior to the issuance of the formal Request for Proposals (RFP). The Government will review and consider all questions and comments received in order to refine the final solicitation documents; however, the Government reserves the right not to provide direct or individual responses to every question submitted. CRITICAL NOTICE REGARDING PROPOSAL SUBMISSIONS: This advance notice is issued for planning and informational purposes only and does not constitute a formal solicitation, an invitation for bids, or an authorization to commence work. Any questions, feedback, draft documentation, completed attachments, or worksheets submitted by industry in response to this draft solicitation will not be retained, reviewed, or considered as part of an offerors formal proposal. In order to be eligible for award, offerors must submit a complete, independent proposal strictly in accordance with the instructions contained in the official RFP once released. Materials or completed attachments submitted during this draft stage will not transfer or carry over into the formal proposal evaluation process. This requirement is issued by the Naval Surface Warfare Center, Crane Division (NSWC Crane), Contracting Department, Crane, IN, and sets forth the requirements for non-personal Acquisition Engineering, Product Support, and Logistics support for current and future Maritime Electromagnetic Warfare (MEW) projects. Support areas include programmatic services, supply support, technical manual development, training development, data integrity validation, reliability and maintainability engineering, data analytics, and technical writing. These services encompass full life-cycle support for military and national security Electromagnetic Warfare and Decoy systems, including Special Projects, Operations, Sustainment Software, Sustaining Engineering, Modernization, and Fleet Services. This requirement will be competed as a 100% small business set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) SeaPort-NxG Multiple Award Contract (MAC) holders. All dates referenced herein, including proposal due dates, anticipated award dates, and Period of Performance (POP) start and end dates are rough estimates provided solely for acquisition planning purposes. Actual dates will be formally established upon issuance of the RFP. All industry questions and feedback regarding this draft package must be received on or before 23 October 2026 prior to the issuance of the official solicitation. Vendors are requested to submit inquiries using the question and answer feature of this announcement and shall clearly reference the applicable draft SOW/solicitation section, page, and paragraph number to which the question or feedback applies. The PWS and DD254 are controlled documents, therefore vendors must have JCP certification and request access in the portal to view.
