Existing Roadway Paving / IOF St. Thomas, USVI

The purpose of this requirement is to improve the roadway system at the FEMA St. Thomas Initial Operating Facility (STT IOF), also known as the Mosquito Point Complex (MPC), located in St. Thomas, U.S. Virgin Islands.

The work includes site assessment, site preparation, subgrade preparation, compaction, proof rolling, resurfacing existing asphalt roadways, and paving the dirt/gravel access road leading to Communications Bunker #3. The project also includes an add/deduct alternate for paving the dirt/gravel access road leading to Bunker #2.

These improvements are required to enhance safety, support heavy vehicle and forklift traffic, improve operational access, reduce roadway hazards, and support FEMA mission operations.

The FEMA STT IOF/MPC is located at the end of Mosquito Point in St. Thomas, U.S. Virgin Islands. The facility consists of approximately 20 acres of multi-level rocky terrain in a tropical environment and includes approximately one mile of roadways and approach ways.

The site contains approximately:

• 0.45 miles of concrete roads
• 0.39 miles of asphalt roads
• 0.14 miles of dirt/gravel roads

FEMA requires resurfacing of the existing asphalt roadways and paving of the dirt/gravel access road to Communications Bunker #3. The Bunker #3 access road is mission critical and has been the location of two recorded forklift accidents, including one where the driver was ejected.

Most existing asphalt roadways were recently trenched for underground electrical power and fiber conduit installation. These trenched areas require preparation, subgrade placement, compaction, proof rolling, and resurfacing.
