I. DESCRIPTION
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with (IAW) FAR Overhaul (RFO) part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.
Solicitation number FA700026Q0058 is issued as a request for quotation (RFQ) for the dismantling, removing, and disposing of an obsolete government-owned Cascade Wind Tunnel (CWT), associated duct work, and HVAC system located at the United States Air Force Academy (USAFA), Colorado.
This acquisition is 100% set-aside for small business concerns. The North American Industry Classification System (NAICS) code is 238290 and the small business size standard is $22M. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
NOTICE TO VENDORS
Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date, with no obligation to reimburse any vendor for any costs.

III. DESCRIPTION OF SERVICE
The United States Air Force Academy, Colorado, requires a contractor to provide all labor, supervision, tools, materials, and equipment necessary to dismantle, remove, and dispose of an obsolete government-owned Cascade Wind Tunnel (CWT), associated duct work, and HVAC system IAW the attached Performance Work Statement (PWS). Key tasks include but are not limited to:
IV. PLACE AND PERIOD OF PERFORMANCE
Place of Performance:
USAFA Aeronautics Laboratory
2410 Faculty Drive USAF Academy, CO 80840.
Period of Performance:
All on-site dismantling, utility safing, extraction, and cleanup activities must be completed in their entirety no later than twenty-one (21) calendar days / three (3) weeks After Receipt of Order (ARO).
No separate reimbursement will be authorized for contractor travel or commuting expenses.

The provision at RFO 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services (Jul 2026) and the addenda below apply to this acquisition.
Addenda To RFO 52.212-1:
a. Submission of Quotes.
i) Quotes must be in the English language and in U.S. dollars.
ii) Quotes should include the following: solicitation number; contact name, address, e-mail, and telephone number; CAGE code; UEI number; and business size/socioeconomic status under NAICS code 238290.
iii) Quotes must include the following parts:

Quoters must acknowledge all material amendments to the solicitation (if any) prior to the deadline specified for the receipt of quotes.
v) Questions:
All questions and requests for clarification must be provided in writing to evan.schwarzbart@us.af.mil and tammy.martin.6@us.af.mil no later than 2:00 p.m. Mountain Daylight Time on July 30, 2026. Answers will be posted to SAM.gov as an attachment to this solicitation.
b. RFO 52.212-1(b) is amended as follows: The Quoter agrees to hold the prices in its quote firm through September 30, 2026.
c. Companies must be registered in the System for Award Management (SAM) to be considered for award.
EVALUATION AND BASIS FOR AWARD
The provision at RFO 52.212-2, Evaluation--Commercial Products and Commercial Services (Jan 2026), and the addenda below apply to this acquisition.
Addenda to RFO 52.212-2:
a. Quotes will be evaluated in accordance with procedures at RFO 12.203.
b. All quotes submitted will be reviewed for completeness. Quotes that are incomplete, fail to provide the required technical documentation, or miss required pricing details may be considered non-compliant and excluded from the evaluation. It is the quoter’s sole responsibility to ensure their quote meets all the requirements identified within this synopsis/solicitation.
c. RFO 52.212-2(c) Notice of Award is amended as follows: The Government intends to issue an offer in the form of a firm-fixed-price purchase order to the selected quoter. A binding contract is formed when the supplier accepts the Government's offer, either by written acceptance of the purchase order or by substantial performance.
d. Basis of Award.
In accordance with RFO 12.203(c)(2), the Government will make an award decision based on a comparative evaluation of all quotes received. Under this simplified procedure, the Government will compare quotes directly against one another to determine which vendor offers the best overall value. The Government is not required to select the lowest-priced quote, nor is it required to select the highest-rated technical quote. Rather, the Contracting Officer will make a subjective, comparative trade-off determination to select the quote that is most advantageous and lowest risk to the Air Force.
Quotes will be compared using the following three factors:

Addendum to RFO 52.212-4(d) Changes.
Administrative changes in the terms and conditions of this contract may be written unilaterally by the Government. All other changes in the terms and conditions of this contract may be made only by written agreement of the parties.
VII. QUOTE DUE DATE/TIME:
To be considered for award, quotes must be emailed to: Mr. Evan Schwarzbart (evan.schwarzbart@us.af.mil) and Mrs. Tammy Martin (tammy.martin.6@us.af.mil) no later than 2:00 P.M. Mountain Daylight Time (MDT) on Aug 4, 2026. (Note: .zip files are not an acceptable format for the Air Force Network. It is the vendor’s responsibility to confirm receipt of quote.)
VIII. SITE VISIT:
A one-time optional site visit will be offered on July 29, 2026, at 2:00 P.M. MDT at the USAFA Aeronautics Laboratory.
