The procedures outlined in this CSO apply to Areas of Interest posted under W50NH9-26-S-0001.
NOTE: Proposed Solutions that may meet the needs of other Federal Agencies may be shared, as appropriate.
This announcement serves as the Commercial Solutions Opening (CSO) for the Army Intelligence Enterprise- Information Technology Services (AIE-ITS), issued by Army Contracting Command – Detroit Arsenal (ACC-DTA) under solicitation W50NH9-26-S-0001. The objective of this CSO is to leverage agile acquisition authorities to enhance, secure, sustain, and modernize the global Information Technology (IT) environment supporting Army Intelligence operations across Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations at the Project, Activity, or Enterprise scale. By lowering barriers to entry for commercial innovators, small businesses, and nontraditional defense contractors, the Government seeks best-of-breed solutions that transition the enterprise away from rigid, labor-hour execution toward outcome-oriented service delivery. This CSO will remain open until September 11, 2036.
The CSO operates under a strict Dual-Track architecture:
Track 1: General Submissions (Continuously Open). Vendors may submit written Solution Briefs (White Papers) at any time against the Open Areas of Interest (AoIs) outlined in Section 9.0 of the attached CSO document.
Track 2: Calls for Innovative Solutions (Targeted Closed Deadlines). The Government will periodically issue targeted, "Calls for Innovative Solutions" addressing specific Closed Areas of Interest. These notices will be published via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module with concurrent notices posted to SAM.gov. Vendors responding to a targeted Call must adhere strictly to the specific instructions, formats, and closing deadlines specified within that closed AOI. Late submissions will be rejected.
The competitive process under this CSO will generally follow a streamlined, multi-phased evaluation approach: Phase 1 (Submission of Written Solution Brief), Phase 2 (Presentation/Pitch, if applicable), and Phase 3 (Request for Commercial Solution Proposal). Resulting awards may include FAR Part 12 Fixed-Price contracts or non-FAR agreements. The Government will not reimburse companies for costs associated with developing submissions.
