DESCRIPTION OF REQUIREMENT
This is a new design-build construction requirement for an independent HVAC system for the 97th IS at Offutt AFB, Nebraska.
This acquisition is set aside for a small business concern under NAICS 238220, Plumbing, Heating, and Air-Conditioning Contractors. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov. Lack of a SAM registration will make an offeror ineligible for award.
APPLICABLE LABOR LAWS
This solicitation is subject to the Construction Wage Requirements RFO 52.222-6 and the current wage determination, Davis Bacon Act WD #NE-20260059. The most updated wage determination can be found at https://sam.gov/wage-determinations.
SITE VISIT
A site visit will take place on July 20, 2026, 10:00AM CDT.
Access: Offutt Air Force Base is not an open base, and you must have a valid ID. Anyone who does not have the necessary identification to enter the base must complete the attachment titled “55 SFS Contractor / Vendor NCIC Screening & Pass Request Spreadsheet” and return by July 13, 2026, 4:30 PM CDT. Base access is not guaranteed.

All questions concerning this solicitation shall be sent in writing to the Contracting Office by July 27, 2026, 1:00PM CDT. Answers to all questions will be posted via amendment to www.sam.gov as soon as readily available.

NOTICE TO CONTRACTORS
SUBJECT: Clarification on Controlled Unclassified Information (CUI) and Cybersecurity Certification Requirements for HVAC Design and Construction
BLUF (Bottom Line Up Front): This notice provides official Government clarification in response to contractor inquiries regarding the handling of CUI and the associated Level 2 certification (Self-Assesment) requirements for the HVAC system project. The required CUI consists of restricted Air Force base as-built drawings, which necessitates the retention of the Level 2 certification (Self-Assesment) requirement to safeguard DoD infrastructure data.
1. Categories of CUI Provided and Generated
Contractor Inquiry: What specific categories of CUI will be provided to or generated by the contractor during contract performance?
Government Clarification: The specific CUI provided to the contractor will consist of as-built drawings and structural schematics for Offutt Air Force base. The contractor must have access to these controlled technical documents to accurately survey, design, and construct the new HVAC system. Furthermore, any derivative engineering plans, updated schematics, or construction deliverables generated by the contractor that incorporate or expose data from the original as-builts must also be categorized, marked, and protected as CUI (specifically, Controlled Technical Information / Critical Infrastructure).
2. Tasks Necessitating Level 2 Certification (Self-Assesment)
Contractor Inquiry: If the Level 2 requirement is retained, could the Government identify the contract tasks that necessitate Level 2 certification?
Government Clarification: The Level 2 cybersecurity requirement is retained. Because the contractor will be handling sensitive installation data, the following specific contract tasks necessitate Level 2 compliance:
Receipt and Storage of Base Schematics: Securely receiving and hosting the Air Force base as-built drawings on the contractor's internal contractor information systems.
HVAC System Design and Engineering: Accessing and processing the provided CUI to develop, draft, and finalize the HVAC system design.
Derivative Document Generation: Creating and storing new construction plans, technical specifications, and project deliverables that derive from the restricted base as-builts.
Execution of this contract inherently requires the contractor to process, store, and transmit CUI on their own unclassified information systems. Therefore, Level 2 (Self-Assesment) must be maintained to adequately safeguard the facility's technical information from unauthorized access or disclosure.
