9mm UTM UTX training ammunition (Part # 01-3101) and 556 UTM training ammunition (Part # 01-0815)

UTM is the sole manufacturer of this particular ammunition.  Our agency currently utilizes this training platform, and this purchase will cover our agencies training requirements.   Our agency already uses 9mm UTM UTX ammunition and UTM 556 training ammunition during tactical training, and this purchase will ensure further standardization throughout our firearms and tactics programs.  Quotes from three small business distributors were obtained for this requirement, with the lowest price being UTM.  This procurement method helps ensure a quality price for the government and the vendor (UTM) is an authorized small business.
