MOBILE FIREFIGHTER TRAINING PROP

1. GENERAL INFORMATION

This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued.

This solicitation is issued as a Request for Quotation (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01.

The Government intends to award a Firm-Fixed-Price (FFP) contract/purchase order for one (1) mobile firefighter training prop meeting or exceeding the requirements identified in this solicitation.

1. REQUIREMENT

The Government requires one (1) compact, mobile, versatile firefighter training device designed for on-site use at a fire station. The training system shall provide firefighters with the ability to conduct realistic, repeatable training scenarios without requiring construction of permanent training infrastructure.

The system shall be constructed from ruggedized, weather-resistant materials such as Corten steel, modified shipping-container construction, or equivalent materials capable of withstanding severe weather, intensive use, and physical impact associated with firefighter training.

The quoted price shall include all materials, fabrication, equipment, accessories required to meet the minimum requirements, packaging, freight, and delivery to the Government-designated destination.

1. MINIMUM TECHNICAL REQUIREMENTS

The proposed system shall meet or exceed all of the following minimum requirements:

a. Integrated forcible-entry door prop suitable for repeated firefighter training.

b. Adjustable-pitch roof simulator capable of supporting ventilation training.

c. Second-story platform or structure capable of supporting ladder-placement, rescue, and elevated-access training.

d. Internal and/or external training modules capable of supporting:

• Confined-space exercises;
• Wall-breach exercises;
• Entanglement exercises; and
• Related firefighter rescue and survival training.

e. The system shall support a minimum of twenty (20) distinct, repeatable firefighter training scenarios.

f. The system shall be constructed for exterior/on-site use and shall be sufficiently durable to withstand:

• Severe weather exposure;
• Intensive and recurring training;
• Physical impact from firefighting hand tools and equipment; and
• Normal wear associated with repeated firefighter training.

g. The system shall be designed and constructed in accordance with applicable requirements of NFPA 1402, Standard on Facilities for Fire Training and Associated Props.

h. Confined-space/rescue training capabilities shall be designed in accordance with applicable NFPA 1006 requirements.

i. Guardrail systems shall meet or exceed applicable OSHA requirements, including OSHA 1926.502(b)(3).

j. The system shall utilize modular, universal, or commercially available components wherever practicable to permit future upgrades or replacement.

k. Consumable components used during training, including wooden blocks, dowels, or similar forcible-entry components, shall be replaceable using readily available commercial off-the-shelf (COTS) materials.

1. TECHNICAL DOCUMENTATION

Quoters shall provide sufficient technical information for the Government to determine whether the proposed product meets all minimum requirements.

Technical documentation shall include, at a minimum:

a. Product make/model or proposed system identification;

b. Product literature, specification sheets, drawings, photographs, or other existing commercial literature describing the proposed system;

c. A description showing how the proposed product meets each minimum technical requirement identified in Section 3;

d. Identification of the number and types of training scenarios supported by the system;

e. Description of construction materials and weather-resistant features;

f. Description of forcible-entry, roof ventilation, second-story, confined-space, wall-breach, and entanglement capabilities;

g. Statement identifying compliance with applicable NFPA 1402, NFPA 1006, and OSHA guardrail requirements;

h. Proposed delivery lead time; and

i. Warranty information.

Merely restating the Government's requirements without providing supporting product information may be insufficient to demonstrate technical acceptability.

1. DELIVERY

Required Delivery: No later than ten (10) months after contract award.

Earlier delivery is acceptable and encouraged.

The Government's anticipated commercial lead time is approximately eight (8) to ten (10) months after contract award.

Delivery shall be FOB Destination.

The contractor shall coordinate the delivery date and time with the Government prior to shipment.

The receiving activity will be responsible for offloading the training unit from the delivery vehicle. The Government will provide appropriate offloading equipment at the destination, including a forklift equipped with forks at least six (6) feet in length and having a minimum lifting capacity of 8,000 pounds.

The contractor remains responsible for transportation and safe delivery of the unit to the designated delivery point.

1. INSPECTION AND ACCEPTANCE

Inspection and acceptance shall occur at destination.

The Government will inspect the delivered item to verify that:

a. The unit delivered is the item identified in the contractor's quotation;

b. The unit conforms to the contract requirements;

c. There is no apparent shipping or structural damage;

d. Required components and accessories are present; and

e. The unit is otherwise suitable for Government acceptance.

Final payment shall be made following successful delivery, inspection, and Government acceptance in accordance with the applicable contract terms.

1. WARRANTY

The contractor shall provide its standard commercial warranty with its quotation.

At a minimum:

a. A structural warranty shall be provided for the primary training structure;

b. Electronic enhancement equipment, when included, shall be covered by a minimum one-year warranty; and

c. Safety lines, devices, or comparable safety components shall be covered by the manufacturer's applicable commercial warranty.

Quoters shall clearly identify the duration, coverage, exclusions, and procedures associated with each warranty provided.

1. QUOTATION REQUIREMENTS

Quotations shall include, at a minimum:

1. Company name and address;
2. UEI;
3. CAGE Code;
4. Point of contact name, telephone number, and email address;
5. Completed pricing for CLIN 0001;
6. Total Firm-Fixed Price, including freight;
7. Product make/model;
8. Technical literature demonstrating compliance with the minimum requirements;
9. Proposed delivery schedule;
10. Warranty information;
11. Quote validity period;
12. Confirmation that the contractor is actively registered in SAM.gov;
13. Any exceptions or deviations from the requirements of this solicitation; and
14. A statement confirming that the quoted product meets or exceeds all minimum technical requirements.

Quoters are encouraged to provide a technical-compliance matrix identifying each requirement and the location within their quotation or product literature where compliance can be verified.

1. BASIS FOR AWARD

Award will be made using Lowest-Priced Technically Acceptable (LPTA) procedures.

The Government intends to award to the responsible quoter whose quotation is determined to be technically acceptable and represents the lowest evaluated price.

TECHNICAL EVALUATION

Technical quotations will be evaluated on a pass/fail basis and assigned one of the following ratings:

ACCEPTABLE – The quotation clearly demonstrates that the proposed product meets or exceeds all minimum technical requirements of the solicitation.

UNACCEPTABLE – The quotation fails to demonstrate compliance with one or more minimum technical requirements of the solicitation.

To be considered technically acceptable, the proposed product must satisfy all minimum requirements. A quotation receiving an Unacceptable rating for any minimum requirement will be considered technically unacceptable and will not be eligible for award.

PRICE EVALUATION

Price will be evaluated based on the total Firm-Fixed Price, inclusive of all transportation/freight charges to the required destination.

The Government will evaluate quotations beginning with the lowest-priced quotation.

The two lowest-priced quotations will be evaluated first for technical acceptability. If the lowest-priced quotation is determined technically acceptable, the Government will evaluate the next-lowest-priced quotation to ensure adequate competition exists.

If either of the two lowest-priced quotations is determined technically unacceptable, the Government may continue evaluating quotations in ascending order of price until two technically acceptable quotations have been identified.

All timely quotations will be considered; however, the Government may not perform a complete technical evaluation of every quotation received once sufficient information exists to determine the lowest-priced technically acceptable quotation.

Award will be made to the lowest-priced quotation determined technically acceptable, subject to the Contracting Officer's determination of responsibility and price reasonableness.

1. FUNDING / AVAILABILITY OF FUNDS

NOTICE TO QUOTER(S)/SUPPLIER(S):

“Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse a quoter for any costs.”

FAR 52.232-18, Availability of Funds, applies to this acquisition.

1. COMMERCIAL PRODUCT DETERMINATION

The Government considers this requirement to be for a commercial product as defined in FAR Part 2.

The required firefighter training systems and comparable products are sold commercially to municipal fire departments, training organizations, Government agencies, and other customers and are not considered military-unique products.

1. INDEMNIFICATION / COMMERCIAL TERMS

Any contractor commercial terms, license terms, indemnification provisions, or other standard commercial terms submitted with a quotation are subject to Government review.

Any contractor commercial term that conflicts with Federal law, the FAR, DFARS, or the terms of the resulting Government contract shall not supersede the Government's contract terms unless expressly incorporated into the contract by the Contracting Officer.

Quoters are responsible for ensuring quotations are received by the Government by the stated deadline.

Late quotations may be handled in accordance with the terms of the solicitation and applicable acquisition regulations.

1. SYSTEM FOR AWARD MANAGEMENT

Quoters must be registered and active in the System for Award Management (SAM) at the time required by applicable FAR provisions and prior to award.

1. GOVERNMENT RIGHTS

The Government reserves the right to:

a. Request clarification of quotation information;

b. Verify technical information submitted by a quoter;

c. Reject quotations that fail to provide sufficient information to establish technical acceptability;

d. Make award without further exchanges;

e. Cancel this solicitation at any time prior to award; and

f. Make no award if determined to be in the Government's best interest.
