Special Notice - Sole Source - N5523626Q0124

Southwest Regional Maintenance Center (SWRMC), Code 410A Procurement, intends to award a sole source purchase order to Sauer Compressors USA, Inc. (Sauer), for the immediate rental of a Sauer Hurricane Series WP4351 Containerized High Pressure Air Compressor Package. Sauer is the Original Equipment Manufacturer (OEM) for this particular compressor package and the only known source that comes with the required LSD Class Shipboard adaptor unit to be compatible with this class of US Navy ship. The requirement will be processed in accordance with RFO FAR 6.103-1 and 12.102. The North American Industry Classification System (NAICS) Code is 532490 – Other Commercial and Industrial Machinery and Equipment Rental and Leasing, and the business size standard is $40.0 million (annual revenue). 

The required item is not a standard commercial air compressor rental. The Government requires a temporary compressor solution that is compatible with the unique shipboard requirements of an LSD-class vessel and protects ship’s force during operation. Sauer has developed an adapter unit for use aboard LSD-class ships. This adapter incorporates water/oil separation after each of the four stages of compression and an advanced condensate-collection system. These features are required to manage compressor condensate and provide the required air-quality controls for shipboard high-pressure air operations.

The Sauer WP4351 rental package provides the required high-pressure, continuous-duty capability along with the integrated desiccant dryer, high-pressure filtration, four-stage water/oil separation, and advanced condensate collection necessary for the intended shipboard use. The proposed configuration supports pressures up to 5,000 psi and includes water/oil separators after each compression stage, a regenerative desiccant dryer, filtration, and condensate-management features.

This notice is neither a request nor a solicitation of offers; however, all information received after date of publication of this synopsis will be reviewed by the Government for future considerations. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotes. Determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government in future procurements. Responses must provide clean and concise documentation indicating a vendor's bona fide capability to provide this product or equivalency. Requests must include company name, address, telephone number of the requester, e-mail address, CAGE code, and business size.
