The United States Coast Guard, Air Station Washington DC, intends to award a sole source Firm-Fixed Price contract to JEPPESEN FOREFLIGHT, INC. (Unique Entity ID: F5VJXR8LLZP5, CAGE Code: 19580), 55 Inverness Drive East, Englewood, Colorado 80112-5412, United States.

Description:
This requirement is for Jeppesen ForeFlight MFB One, Heavy Tail Dispatch, and Runway Analysis License services for U.S. Coast Guard C-37A/B & C-39A aircraft. Services include International & Domestic Flight Planning (via Military Flight Bag (MFB) One licenses), Heavy Tail Dispatch, and Runway Analysis licenses. These services are essential for safe, compliant, and reliable executive air transport for DHS Secretary (S1) and Coast Guard senior officials and must be compatible with Honeywell avionics equipment and Jeppesen ForeFlight INDS software currently installed in the cockpits of the aircraft.
Statutory Authority:
FAR 6.302-1 – Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
Justification for Sole Source:
Jeppesen ForeFlight is the only provider capable of delivering the required aviation software licenses and support compatible with the USCG’s Gulfstream C-37A/B & C-39A aircraft and Honeywell avionics suite. The services are essential for meeting FAA, ICAO, and host-nation requirements, and for ensuring safe and compliant global operations. No other vendor can provide the required compatibility, integration, and security necessary for USCG’s mission-critical executive airlift.

No solicitation is available for this requirement. However, any firm that believes it can meet the requirements may submit a capability statement, which may be considered by the agency. Responses must provide clear and convincing evidence that competition would benefit the government and that interested parties would be likely to participate.
Instructions for Capability Statements:
Interested vendors should submit a capability statement detailing their technical approach, relevant past performance, and ability to meet all requirements outlined in the Performance Work Statement (PWS).
Response Deadline: Responses must be received by June 30, 2026, 11:00 AM EST.
SAM Registration:
All responding vendors must be registered in the System for Award Management (SAM).
