AMENDMENT 0001, issued August 7, 2026: This notice has been amended to publish the Government's answers to five questions received from prospective quoters, to reopen the question period, and to extend the response date. Vendor questions are now due August 12, 2026, 12:00 PM ET. Quotations are now due August 17, 2026, 12:00 PM ET. Two of the answers materially clarify the scope of the requirement and prospective quoters should read them before deciding whether to quote: the 0.125 inch dimensional limit applies only to the fiber probe and not to the imaging optic, and item 0003 may be satisfied either by a conventional software development kit or by a documented plain-text command interface with complete and clear documentation. See the attached document "Amendment 0001" for the full questions and answers. Quotations previously submitted remain under consideration and may be revised until the new closing date. All other terms, conditions, and requirements remain unchanged.
This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation will not be issued. The solicitation number is CDRH-OSEL-26-C-D718, issued as a Request for Quotations (RFQ).
The U.S. Food and Drug Administration (FDA), Center for Devices and Radiological Health (CDRH), Office of Science and Engineering Laboratories (OSEL), requires a high-precision benchtop spectroradiometer system for acquiring spectral data from a microscope: (1) a benchtop spectroradiometer (wavelength range at least 380-780 nm, back-thinned cooled CCD with at least 512 elements, spectral bandwidth under 5 nm, wavelength accuracy under 0.5 nm, variable internal apertures of 2, 1, and 0.1-0.25 degrees); (2) flexible probes (4 ft or longer) for luminance/radiance measurement of a light microscope; and (3) a fully documented Software Development Kit with command-line control (Python/MATLAB) and raw-data export, compatible with Windows 10 or later. Full salient characteristics are in the attached Statement of Work. Equipment shall be new and non-refurbished, calibrated prior to delivery with certificate, with a minimum 1-year warranty.
This acquisition is unrestricted (full and open competition) under FAR Parts 12 and 13; NAICS 423450 (size standard 200 employees); PSC 6650. A single firm-fixed-price purchase order will be awarded on a Lowest-Priced Technically Acceptable (LPTA) basis. Delivery is required within 60 days after award, FOB Destination, Silver Spring, MD.
Vendor questions are due August 12, 2026, 12:00 PM ET by email. Quotes are due August 17, 2026, 12:00 PM ET by email to james.jenretteiii@fda.hhs.gov. Quotes shall include itemized all-inclusive pricing for CLINs 0001-0003 (any tariff/surcharge identified separately), a point-by-point statement of compliance against the SOW salient characteristics with supporting literature, delivery confirmation, warranty and recalibration-support terms, UEI/CAGE/business size, and 60-day quote validity. Quoters must be actively registered in SAM.gov. FAR 52.212-1, 52.212-3, 52.212-4, and 52.212-5 apply.
