SCBA Gear & Maintenance

1.0 Background

The Marine Corps Security Force Battalion (MCSFBN) at Naval Base Kitsap-Bangor requires the procurement of Self-Contained Breathing Apparatus (SCBA) kits and associated lifecycle support services to ensure operational readiness for their specialized security mission at Strategic Weapons Facility, Pacific (SWFPAC). To support critical safety operations, respiratory protective equipment must be standardized, certified, and maintained under rigorous Original Equipment Manufacturer (OEM) Mine Safety Appliances (MSA) authorized quality control protocols.

2.0 Scope of Work

The contractor shall furnish all personnel, labor, supplies, materials, equipment, technical expertise supervision, and other items and non-personal services necessary to perform the work described below in this Statement of Work.

This is a firm-fixed-price requirement encompassing a base year (supplies and initial services) and two (2) subsequent option years for recurring maintenance support.

3.0 Technical Specifications & Requirements

3.1 Complete SCBA Kits (CLIN 0001)

The contractor shall procure and deliver fifteen (15) complete SCBA kits, brand name Mine Safety Appliances (MSA) G1 Part Number / ATO String: MSA A-G1IN7513H1A1AAH1.  Each base kit must meet the following salient characteristics:

• • 4500 psig operating system with a threaded remote cylinder connection.
  • Kevlar harness with padding and a chest strap.
  • Adjustable lumbar pad and a metal cylinder cradle.
  • Left-shoulder continuous hose regulator and remote pressure gauge.
  • Standard Alkaline Battery Power Module (Rechargeable batteries are not required).
  • One (1) 45-Minute, 4500 psig Low-Profile Carbon Cylinder.
  • One (1) Medium facepiece with 4-point Kevlar head harness.
  • One (1) Hard carrying case.

1. 1. Spare Carbon Cylinders (CLIN 0002)

The contractor shall procure and deliver fifteen (15) spare carbon-wrapped cylinders, brand name MSA Part Number: MSA 10156424-SP.

• Salient Characteristics: 45-Minute, 4500 psig Low-Profile carbon-wrapped cylinder equipped for threaded remote connection.  Must be natively compatible with the SCBA kits in paragraph 3.1 above.

3.3 Small G1 Facepiece (CLIN 0003)

The contractor shall procure and deliver one (1) small facepiece, brand name MSA Part Number MSA 10156458.

• Salient Characteristics: Must natively match the facepieces bundled in the SCBA kits in paragraph 3.1 above, and feature a 4-point Kevlar head harness, open-port design, and no internal electronics.

3.4 Large G1 Facepieces (CLIN 0004)

The contractor shall procure and deliver three (3) large facepieces, brand name MSA Part Number MSA 10156460.

• Salient Characteristics: Must natively match the facepieces bundled in the SCBA kits in paragraph 3.1 above, and feature a 4-point Kevlar head harness, open-port design, no internal electronics.

4.0 Service Requirements (Base and Option Years)

4.1 Annual SCBA Flow Testing (CLINs 0005, 1001, and 2001)

The contractor shall perform preventative maintenance flow tests on each of the fifteen (15) SCBA kits provided in paragraph 3 above once per calendar year in strict accordance with the manufacturer's OEM specifications.

• This service includes all diagnostic labor, software verification, and technical calibration.
• Repairs: Any required repairs or replacement parts identified during testing shall be quoted separately to the Government and are not covered under this service CLIN.

4.2 Respiratory Fit Testing (CLINs 0006, 1002, and 2002)

The contractor shall perform thirty (30) quantitative respiratory fit tests per period of performance to include fit testing of each SCBA unit twice per calendar year.

• The contractor shall provide a digital calibration/test report for each SCBA flow test within five (5) business days of testing completion. Fit testing records must be provided immediately upon completion of each test session.

• The Contractor shall provide all necessary personnel and testing equipment to perform quantitative respiratory fit testing for Government personnel to ensure Occupational Safety and Health Administration/National Fire Protection Association compliance.
• Frequency: This requirement is intended to be performed for fifteen (15) personnel twice per year (semi-annually).

5.0 Place of Performance

Supplies Delivery: All items under CLINs 0001–0004 shall be delivered to SWFPAC, 6403 Skipjack Circle, Silverdale, WA, 98315.

Services Execution: The primary place of performance for technical services (CLINs 0005–0006, 1001–1002, and 2001–2002) shall be executed strictly on-site at the Government's facility located at Naval Base Kitsap-Bangor located in Silverdale, WA.  The Contractor must have the capability to deploy certified technicians to the on-site Government location to perform all testing, calibration, and fit-testing services.

• Base Access & Security: For all on-site work, Contractor personnel must strictly comply with all Department of Navy, MCSFBN, and Naval Base Kitsap-Bangor security, badging, and DBIDS clearance protocols. The Contractor is responsible for coordinating all base access requirements with the Government POC at least ten (10) business days in advance of service dates.

6.0 Period of Performance

The contractor is required to procure and deliver the items listed in Section 3 above within 60 calendar days from contract award.

7.0 Contractor Furnished Items and Services

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the work described in this Statement of Work, except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

8.0 Government Furnished Property

None.

9.0 Hours of Operation

The contractor is responsible for conducting business between the hours of 7:30 a.m. and 3:00 p.m. Pacific time Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The contractor must at all times maintain an adequate workforce for the performance of all tasks defined within this statement of work.

10.0  Interchangeability and Standardization

All required equipment must be genuine, OEM MSA G1 safety systems. Due to strict military life-safety standards, tactical breaching operational requirements, and a 10-year training baseline established for MCSFBN personnel, alternative manufacturers and non-OEM components are not interchangeable, will not integrate with existing command infrastructure, and will not be accepted for this requirement.

11.0 Special Provisions/Additional Information

• SECURITY REQUIREMENTS:  It is the contractors responsibility to ensure that all contractor personnel can obtain facility access in accordance with Naval Base Kitsap – Bangor facility access requirements.  Upon contract award, information will be provided to the contractor regarding badging and vehicle pass instructions.  In the event that a contractor employee cannot obtain facility access and service(s) cannot be completed, the contract will be terminated in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul FAR Part 49.

• SAFETY ISSUES: The work described herein is primarily located in an industrial work area and compliance with safety regulations and protocols is paramount.  The contractor is responsible for maintaining compliance with Occupational Safety and Health Administration requirements for tasks performed, including ensuring personnel are trained for specific tasks and equipped with appropriate personnel protective equipment.  

• IDENTIFICATION OF CONTRACTOR PERSONNEL: All contractor personnel are required to identify themselves as such to avoid creating an impression in the minds of members of the public or to other workers that they are Government personnel.  All contractor personnel are required to wear their Government issued badge on the exterior of their clothing, above the waistline, on the front of their body that clearly identifies who they are.

• LANGUAGE IN THE WORKPLACE.  All contractor personnel must be able to read, write, speak, and understand English. All communications and correspondence, verbally and in writing, shall be provided in English.

• POLITICAL ACTIVITY: Contractor employees shall not engage in any political activity within the Government workplace.

• POTENTIAL THREAT: The contractor must not employ persons for work on this contract if such employee is considered to be a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

• CONTRACTOR APPEARANCE: Contractor personnel must present a neat appearance and be easily recognized as Contractor employees by displaying their SWFPAC issued badge above the waist line at all times.

• OPERATIONS SECURITY (OPSEC): The contractor is subject to all OPSEC requirements per SWFPAC Instruction 3070.1.

• ANTI-TERRORISM/FORCE PROTECTION (AT/FP): The contractor will be subject to local AT/FP policies and procedures to include emergency evacuation local policy and procedures.
