This is a Special Notice for commercial items prepared in accordance with FAR Subpart 5.2, Synopsis of Proposed Contract Actions. This announcement constitutes the only Notice of Intent (NOI) to Sole Source (SS) and synopsis of proposed action.
The Department of Veterans Affairs Michael E. DeBakey VA Medical Center (MEDVAMC) Network Contracting Office (NCO) 16 intends to issue and award a Sole Source contract to Premier Medical Distributers LLC located at 141 Chapel Ridge Circle, Myrtle Beach, SC 29588, for the installation and site prep of overhead patient lifts at the MEDVAMC, located at 2002 Holcombe Boulevard, Houston, TX 77030. It has been determined that through initial Market Research, only 1 (one) responsible SDVOSB source per FAR 19.1406 can provide the required upgrades as identified below. The statutory authority for this non-competitive acquisition as implemented by FAR 6.302-5(b)(6) Sole source awards under the Veterans Benefits Act of 2003 .
The North American Industrial Classification System (NAICS) code for this procurement is 339113 Surgical and Medical Instrument Manufacturing, with a small business size standard of 800 employees, and the FSC/PSC is 6515 Surgical and Medical Instrument Manufacturing.

Electrical work, existing structure demo, modification, or reinstallation including but not limited to ceilings, walls, tile, patching, painting, acoustic caulking, asbestos abatement, smoke/fire wall repair, fireproofing reapplication, sprinkler relocation and door header modification is outside the scope of work for Guldmann installers and Guldmann is not licensed for performing such work, nor is Guldmann responsible for hiring specific contractors/trades to perform such work. ICRA up to level II provided; additional is responsibility of facility. Guldmann will perform light cleaning of the area but returning room to original condition is outside of scope of work for Guldmann installers. If an Above Ceiling Work Permit is required, facility must provide.

The contractor shall provide and ensure safe, secure, and careful handling of the items listed above and the reporting of results in accordance with established guidelines from the Department of Veterans Affairs Handbook 6500 and drafted statement of work. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. A SOLICITATION WILL NOT BE POSTED.
