The Norfolk District, U.S. Army Corps of Engineers, is anticipating a future procurement for a firm-fixed-price construction contract for Maintenance Dredging of the Quinby Creek Federal Navigation Channel located in Accomack County, Virginia.

DESCRIPTION OF WORK

The U.S. Army Corps of Engineers, Norfolk District, is seeking qualified and experienced firms capable of performing maintenance dredging of the Quinby Creek Federal Navigation Channel in Accomack County, Virginia.

The work consists of dredging approximately 200,000 cubic yards of maintenance material from the Federal channel. Dredging will be performed using a hydraulic cutterhead pipeline dredge, with dredged material hydraulically placed within the Government-designated overboard placement site in Upshur Bay. The maximum contract pay depth will be -7 feet mean lower low water (MLLW).

In accordance with FAR 36.204(g), the estimated construction price range for this project is between $5,000,000 and $10,000,000.

The applicable North American Industry Classification System (NAICS) code is 237990, Other Heavy and Civil Engineering Construction. The small business size standard applicable to Dredging and Surface Cleanup Activities is $37,000,000.

The Government is not obligated to and will not pay for any information received from potential sources as a result of this Sources Sought Notice.

CONSTRUCTION TIME

The Contractor will be required to commence work within 15 calendar days after receipt of the Notice to Proceed (NTP). The anticipated construction period of performance is approximately 180 calendar days from issuance of the NTP.

SURVEY OF THE DREDGING INDUSTRY

The following confidential survey questionnaire is designed to apprise the Corps of prospective dredging contractors' project execution capabilities. Please provide responses to the following questions. All questions pertain to the Quinby Creek Maintenance Dredging project in Accomack County, Virginia.

1. Please provide the company's name, address, point of contact, telephone number, and email address.

2. Would your firm be interested in bidding on this requirement if a solicitation is issued? If no, please briefly explain why.

3. Has your firm performed dredging projects similar in nature, complexity, and magnitude to this project within the past five years? Has your firm managed dredged material placement sites with inflows similar in magnitude to this project within the past five years? If so, describe the project(s), identify for whom the work was performed, provide the dollar value of the project(s), and identify a point of contact and telephone number as a reference for the relevant experience.

4. Would your firm bid on this project as a sole contractor, prime contractor with subcontractor(s), or as a joint venture?

5. Is there a dollar limit on the size of contract your firm would bid? If so, what is that limit?

6. What is the largest dredging contract, in dollars, on which your firm was the prime contractor?

7. What is your firm's bonding capacity per contract? What is your firm's total aggregate bonding capacity?

8. Identify your firm's business size and all applicable socioeconomic categories, including Large Business, Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business, and Women-Owned Small Business.

9. Is your firm familiar with the safety and health requirements of EM 385-1-1?

This Sources Sought Notice should not be construed as an obligation by the U.S. Army Corps of Engineers, Norfolk District, to issue a solicitation or award a contract, nor does it create any right to reimbursement for costs incurred in responding to this notice. No solicitation is currently available.

The Government will use the information received to assist in determining the appropriate acquisition strategy.

All prospective contractors must be registered in the System for Award Management (SAM) at SAM.gov prior to contract award.
