1. Introduction/Purpose
The Federal Aviation Administration's (FAA) Office of the Chief Counsel (AGC) requires highly qualified document reviewers to perform paralegal support services. Personnel classified as paralegals or legal assistants must possess appropriate education, training, and certifications from accredited institutions.
The contractor must provide experienced legal document review and paralegal support services to assist AGC and the agency in executing large-volume, time-sensitive workloads to meet congressional inquiries and litigation deadlines. Contractor personnel must have experience supporting complex litigation, such as class action and multi-party cases, and demonstrated experience with Freedom of Information Act (FOIA) requests and related litigation. Contractor personnel must be proficient in electronic discovery platforms and document review technologies, with the ability to perform advanced legal research and analysis across multiple legal disciplines.

The incumbent contractor is JOHN J. YIM & ASSOCIATES LLC under contract 693KA9-22-D-00014.
3. Nature of Competition
The acquisition strategy for the procurement has not been determined at this time; however, either an unrestricted competition or a set-aside will be chosen depending on the responses to this Market Survey. The FAA may award this effort under an existing contract vehicle and utilize this notice's results to determine if that is appropriate.
The FAA anticipates a five-year period of performance.

NAICS Code 541611 - Administrative Management and General Management Consulting Services: This U.S. industry comprises establishments primarily engaged in providing operating advice and assistance to businesses and other organizations on administrative management issues, such as financial planning and budgeting, equity and asset management, records management, office planning, strategic and organizational planning, site selection, new business start-up, and business process improvement. This industry also includes establishments of general management consultants that provide a full range of administrative, human resource, marketing, process, physical distribution, logistics, or other management consulting services to clients.
NAICS Code - 541611LIT - Litigation Support Services - Includes a wide range of services that aid the customers in obtaining, organizing, analyzing and presenting evidence or materials for legal matters. Services include, but are not limited to, document acquisition, document preparation and organization, data extraction from forensic images, document analysis, technical support, and project management.

6. Submittal Requirements for Market Survey
Responses to this Market Survey should include the following elements and must be no longer than five (5) pages.
(a) Corporate Experience & Technical Capabilities: Provide relevant details on how you have provided the same or similar services to other Government organizations within the last three (3) years. Relevant details to the Large Document Review Services acquisition should include, but not be limited to, contract value, the contract number, agency, responder performing as a prime or subcontractor, size and length of the effort, type of pricing and/or cost, the kinds of factors used to evaluate performance; the number of assessments administered per year; the number of testing facilities used; the kinds of performance incentives; the kinds of performance assessment methods; the qualifications of the people performing the services; and any unique terms and conditions, that can demonstrate the respondent’s abilities and capacity to meet the FAA’s statement of work.
(b) Existing Acquisition Vehicles: Please indicate whether your company can satisfy this requirement utilizing an existing contract vehicle (i.e., eFAST, GSA, etc.). If so, then please provide an appropriate point of contact and adequate details.
(c) Acquisition Strategy and Contract Structure: Do you currently hold a GSA MAS/FSS applicable to the NAICS code(s) identified above? If yes, provide the contract number(s).
Are there any disadvantages to procuring Large Document Review services via a GSA MAS/FSS that FAA should consider?

(d) Other Information: Please provide any other applicable information, any comments on the requirements, or general feedback for the FAA's consideration for planning this acquisition. Providing feedback and comments on the draft SOW Attachment 1 using track changes is optional. This will not count towards the 5-page limit for your market survey response and will be considered a separate submission.
7. Delivery of Submittals
All responses to this market survey must be submitted by 2:00 p.m. (Eastern Time) on August 18, 2026. Submissions received after this time and date will be considered late and may not be reviewed. All submittals, including attachments, should be submitted in electronic format (email) to Francisco Felix at Francisco.Felix@faa.gov. Please include the Market Survey title in the e-mail submission. No telephone calls will be accepted. There is no question and answer period for this Market Survey.
