PURPOSE AND BACKGROUND:
The Defense Health Agency (DHA), in coordination with the United States Transportation Command (USTRANSCOM), is issuing this Sources Sought Notice in accordance with DFARS PGI 206.103-170 to identify potentially qualified sources capable of fulfilling the Global Patient Movement Capability requirement described herein.
This Sources Sought Notice is issued solely for market research and information planning purposes. It does not constitute a Request for Proposal (RFP). The Government is not obligated to and will not pay for any information or administrative costs incurred by respondents in response to this notice. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. All information received in response to this Sources Sought that is marked proprietary will be handled accordingly.
PROGRAM BACKGROUND:
In accordance with the attached DRAFT Performance Work Statement (PWS), the DHA and USTRANSCOM requires a contractor to provide a fully operational, staffed, equipped, and maintained widebody aircraft configured primarily for patient movement operations, including in-flight patient care, and training support for uniformed Department of War (DoW) personnel. This requirement also requires the contractor to participate in various military exercises, load and transport miscellaneous cargo, and provide space available travel services. This capability must be available for operations across the Continental United States (CONUS) and Outside the Continental United States (OCONUS).
CAPABILITIES
Interested parties must have the capability to provide and perform all of the requirements listed in the attached DRAFT PWS, summarized (but not limited to) below:
Within 60 days of award, Contractor must provide the following:
1. In-Flight Patient Movement services to ensure safe and effective transfer and medical care for patients with varying medical needs, ranging from ambulatory care to intensive care.
2. Training Support for in-flight and static Patient Movement training to DoW uniformed personnel.
3. Contractor must provide one fully configured aircraft that meets all regulations and requirements to conduct patient movement operations as described in the attached PWS. and submit for airworthiness evaluation.
4. Contractor must configure the aircraft with litter stanchions, medical/other equipment in accordance with the attached PWS. Contractor shall provide fully configured aircraft within 60 days for airworthiness evaluation.
5. Contractor must provide all aircrew, aeromedical and critical care crews, medical management and clinical oversight of patients, administrative oversight and credentialing for clinical crew members, required narcotics, and operations infrastructure to perform multi-day international patient movement operations.
6. Contractor is required to provide space available passenger travel services.
7. Contractor is required to support training and exercise requirements in support of USTRANSCOM.
8. Contractor shall provide cargo loading and unloading operations for all missions.
RESPONSE INSTRUCTIONS:
Interested parties who believe they possess the capability to fulfill this requirement are invited to submit a Capability Statement. To be considered responsive, Capability Statements must demonstrate that the company can perform all of the requirements listed in the DRAFT PWS.
Interested businesses shall submit a brief Capabilities Statement package (no more than three pages, font no smaller than 10 point) demonstrating ability to provide the services listed in the attached DRAFT PWS. Documentation should be in bullet format. No phone or email inquiries requesting a status of any potential future solicitations will be accepted, prior to the posting of that subject solicitation.
Your response to this notice, including any Capabilities Statement, shall be electronically submitted to the Contracting Officer, Matthew Anderson (matthew.l.anderson18.civ@health.mil) in either Microsoft Word or PDF format via email no later than 4:00 PM, Mountain Time, July 10, 2026.
Responses must reference this synopsis number (HT9402-26-RFI-0002) in the subject line of the e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned.
If your company has the potential capability to provide the required services, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
All data received in response to this notice that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
