Notice to Offerors: Update Regarding NAICS Code Appeal (11 August 2026)

The Government formally acknowledges that a NAICS code appeal concerning this solicitation has been docketed with the Small Business Administration (SBA) Office of Hearings and Appeals (OHA).

In accordance with FAR 19.103(d)(6), upon receipt of OHA’s docketing notice, the Contracting Officer is required to withhold award unless doing so is not in the best interests of the Government. The Government has determined that delaying this procurement or withholding award would directly impact operational readiness and compromise vital logistical support in theater.

The Government will proceed with the current solicitation schedule, and the deadline for receipt of proposals remains unchanged.

As outlined in FAR 19.103, should an OHA decision be received after the due date of initial offers, that decision shall not apply to this pending solicitation but will apply to future solicitations for the same products or services.

This is a combined synopsis/solicitation for non-personal services to the Government. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide Line Haul services, Material Handling Equipment (MHE), and Customs pressure washers services in accordance with the Performance Work Statement.
