E-Waste Collection Events

INTRODUCTION

Battelle Energy Alliance LLC (BEA), the Management and Operating Contractor of the

U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking Expressions of Interest (EOI) from qualified recyclers capable of organizing residential electronic waste (e-waste) collection events in states without e-waste recycling regulation (i.e., nonregulated states) to support INL’s research and operational mission. This service is essential for raising awareness, increasing collection volumes and verifying whether successful collection methods from a regulated state can be applied to a nonregulated state with comparable results.

Eligible states for this work include Alabama, Alaska, Arizona, Arkansas, Colorado, Delaware, Florida, Georgia, Idaho (except eastern and southeastern region), Iowa, Kansas, Kentucky, Louisiana, Massachusetts, Mississippi, Montana, Nebraska, Nevada, New Hampshire, New Mexico, North Dakota, Ohio, South Dakota, Tennessee and Wyoming.

BACKGROUND

BEA is the Management and Operating Contractor for the DOE located at INL. INL is a DOE national laboratory dedicated to nuclear energy, national security and advanced energy innovation.

A BEA research team has the lead role on the DOE project titled, “Comparing Strategies to Collect Battery-Containing Devices in States with and without Electronics Recycling Laws.”

The proposed service will operate to support this project through Sept. 30, 2027. In the first two years of this project, project teams organized collection events in New York and Idaho. New York is as urban area with established e-waste regulations, and Idaho is a rural area without such requirements. By applying successful collection methods from New York to southeastern Idaho, we observed similar success across 20 e-waste collection events. To further validate these results, we are seeking opportunities to apply our methods in other nonregulated states by organizing six to nine e-waste collection events.

SCOPE OF WORK

Responding organizations must be capable of delivering the following services:

1. Provide existing status; compile data from existing residential collection activities related to seasonal trends, locations and e-waste types.
2. Organize collection events at new locations in nonregulated states, with each participating organization conducting at least two to three collection events before September 2027.
3. Arrange advertisements on multiple channels to broadcast new collection events and raise awareness about battery-containing e-waste recycling.
4. Provide collection event data including number of participants and quantities of collected e-waste by type

PROCESS

This EOI is the first step in identifying interested and qualified vendors for future solicitation. Responses may be used to inform the development of a formal solicitation list. Selected vendors may be invited to participate in a Request for Proposal process for award consideration.

SUBMITTAL REQUIREMENTS

Interested vendors should submit an EOI that includes the following:

• • Organization information: Organization name, address, organization type, scope of operations, number of employees and primary point of contact.
  • Existing e-waste collection access: Describe existing e-waste collection events, permanent drop-off locations or other collection options available in the proposed service area.
  • Program interest and expected outcomes: Explain why your organization wants to participate in this project and what outcomes you expect to achieve.
  • Service area and target participants: Identify the cities, counties, or communities that will be served by the proposed e-waste collection activities.
  • Community need: Describe the primary e-waste management challenges or unmet needs in the proposed service area.
  • Collection plan: Describe the proposed e-waste collection activities for the program year (by Sept. 1, 2027). Provide the anticipated number of collection events and proposed cities, counties, or collection locations. Provide communication strategies (i.e. social media, mail, news, flyers, etc.) to raise awareness and promote collection events.
  • Downstream e-waste management: Identify who will transport, receive, recycle, process, or otherwise manage the collected e-waste.
  • Recycler/processor qualifications: Identify relevant certifications or qualifications of the entities handling collected e-waste, such as R2, e-Stewards, or other applicable certifications.
• • Partnership with local nonprofit organizations or local authorities: Specify whether the proposed e-waste collection activities involve collaboration with local nonprofit organizations or governmental authorities.
