General. This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER RFO FAR SUBPART 5.1, PRESOLICITATION. This Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of industry so the government can make informed business decisions. We are seeking responses from both large and small business members of industry to include: Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Woman Owned Small Business (WOSB) to include Economically Disadvantaged Women-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small business (SDVOSB) and Veteran Owned Small Business (VOSB). All interested parties are highly encouraged to respond. The North American Industrial Classification Code (NAICS) for this requirement is: TBD - The approximate value of Project will be $50M to $100M. Formal Sources Sought Response Due – before 3:00 pm PDT on 26 November 2026 2. Project Details and Background. The USCG Station at Cape Disappointment requires repairs, upgrades, and improvements to existing infrastructure and nearby areas to restore and retain full mission readiness. The Station is on an unstable sandbar which has experienced sediment migration into dock and adjacent waterway areas. Dock structures are failing and require repair/replacement. The vessel haul-out facility is currently inoperable due to sedimentation and requires the USCG to conduct frequent maintenance dredging. Haul-out structure is failing and requires replacement. Adjacent landscape features pose rockfall dangers above the engineering and maintenance buildings to people and property 3. Project Scope. Rockfall slope instability corrective measures: Anticipated rockfall mitigation will require corrective measures including but not limited to tree removal, rock scaling, rock dowel installation, draped mesh removal and replacement, removal and/or repair of an existing damaged ringnet fence, and installation of a midslope attenuator system. Rockfall mitigation will require difficult access techniques to reach the full height of the hazardous slope. Temporary protection of the facility and workers will be required. Repairs to damaged roadways, utilities or access pathways may be required. Repair of an existing small landslide slump along the access road is required. Final mitigation work will reduce rockfall risk to USCG personnel and facility. Waterfront structures and vessel haul-out: The waterfront structures require repairs and upgrades. Replacement of the existing floating docks is required; they will retain their current configuration (footprint) but utilize updated material specifications. Existing timber and steel piles will be either replaced, or reused with new floats, as part of this contract, depending on current condition. Geotechnical, civil, structural, mechanical, and electrical scope is included. Constraints include: Float A to be retained; guide piles at floating docks #2 and #4 to be replaced; wave screens to be replaced; electrical equipment to be upgraded; existing vessel haul-out facility to be replaced. Eel grass and SAV surveys are required to inform design. Dock operations are to be maintained during construction, per phasing to be outlined by the government. Coastal Resilience and Sedimentation Remediation: Due to the catastrophic loss of the protective coastal dune, the facility requires a comprehensive permanent solution to control massive sediment migration. Bathymetric surveys, geotechnical testing, and coastal modeling are required to inform viable design and permit alternatives. The design will utilize modern, resilient coastal engineering practices including Nature-Based Solutions (NBS), dynamic revetments, segmented offshore breakwaters/sills, and the beneficial reuse of dredged sediment wherever practicable. Construction may be implemented in functional phases to optimize funding and operational readiness. Shoreline protection repairs and upgrades are considered part of this category along with the Haul Out structure. Interim repair work: Interim repair work may be required on existing structures before new design and construction activity can be completed. If the need arises, USACE will provide USCG a description of the recommended repairs and a cost estimate. If USCG would like USACE to institute repairs, an updated agreement to define the scope will be established. 4. Submission Instructions. Formal responses to this Sources Sought notice must be submitted electronically via MSForms (link is here https://forms.osi.apps.mil/r/Aivta2iThu) for answers to Section 3 Questions above and via email with supporting documentation requested here in Section 4 Submission Instructions. Submit your email with SUBJECT: "Response to questions on Cape Disappointment". Please email to Brandon Lasich Brandon.M.Lasich@usace.army.mil and Jaren Bowman, at jaren.l.bowman@usace.army.mil Interested parties’ responses to this Sources Sought shall be limited to six (6) pages and shall include the following information: What is the interest in submitting a proposal for a Design Build solicitation for the dock work What would be the interest in submitting a bid for a Design Build solicitation for the Sedimentation mitigation work. What is the interest in submitting a proposal for a Progressive Design Build contract. Provide benefits and risks for Progressive Design Build for any of the scope items presented. What issues do you see with soliciting for construction contracts work as described in section 3. List the capabilities of your firm to do the design and construction of new segmented breakwater and haul structure working close to a Federal Channel, complex tidal currents and wave loading, complex movement of sand, and subject to large storm event What are the capabilities to design and construction for the renovation of new dock work. Do you have experience designing to USACE and/or USCG waterfront design criteria: USCG Configuration Standard Technical Orders relevant to this project scope UFC/USACE requirements relevant to this project scope Design for complex hydro loading conditions in shallow bays to USACE/UFC criteria. List previous design build work for doing work in complex environment where one had to consider the working close to a Federal Channel, complex tidal currents, complex movement of sand, subject to large storm events and is highly dynamic. List previous design build work for dock work. What issues do you see with the work. What issue do you see with design bid build. Provide input for benefits and negatives to separate construction contracts (for each scope item in Section 3), or a combination of scope items into 1 or 2 contracts. Rockfall Mitigation Specific Questions What construction methods are anticipated for the rock scaling, for rock dowels, mesh and attenuator installation? What is the general anticipated construction sequence to remove trees, scale rock and debris, install mitigation and make repairs to existing rockfall systems (to remain)? How will rock scaling be performed? What method(s) will prevent scaled rock and cut trees from damaging building, buried utilities? What are the anticipated types and size of equipment required to construct the rockfall systems - e.g. crane or helicopter size; wagon drill, crane mounted drill, or hand plugger; scale bar, air bag, or mechanical scaling, etc? List any constructability issues or concerns; e.g. accessibility, equipment footprints, scaling etc. What is the contractor’s experience with similar types of flexible midslope attenuator/geohazard mitigation on transportation, dam infrastructure or similar projects? During rockfall mitigation work, how fast can work stop, safely hold and clear road debris to allow USCG emergency responders full, safe access to execute rescue operations? Dock Replacement Specific Questions What construction method is anticipated to replace the dock pilings and boat haulout pier in a similar footprint? What is your experience in pile and dock removal and replacement in tightly controlled spaces (both in plan area around operating docks, and elevation limitations for installation of piles in clearance limited spaces), and relying on phased construction to maintain operations of the current facility during construction? Provide feedback for potential to fast track certain fabricated parts during the design phase to meet specific in water work windows (season, year). Are there items that can be queued up for fabrication earlier in the design phase while final details are still being finalized, in order to expedite lead times to meet installation windows? Sedimentation Specific Questions Anticipated method to transport riprap and/or jetty stone via land? Via water? Anticipated method to install riprap and/or jetty stone, based on land and/or water transport. What is the construction sequence for dredging, stone procurement, transport and placement of stone? 5.
