Naval Center for Combat and Operational Stress Control

The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, BUMED FM&C Directorate intends to solicit and negotiate a Firm, Fixed Price type contract for Naval Center for Combat and Operational Stress Control (NCCOSC) Support, on behalf of Navy Bureau of Medicine and Surgery (BUMED). The Government intends to solicit this requirement unrestricted using the procedures in FAR Part 15 “Contracting by Negotiations.”

The NAVSUP Fleet Logistics Center Norfolk intends to acquire contractor support services for in the areas of:  Support for Operational Execution and Technical Service Delivery; Director of Psychological Health Program; and Psychological Health and Readiness. A sources sought notice was posted on 30 July 2026.  The services are currently performed by Leidos, Inc. via contract N001921CZ049. 

The follow-on contract will include a base 12-month period of performance anticipated to begin on 26 November 2026 with four (4) 12-month option periods consecutively following the base period. FAR 52.217-8 “Option to Extend Services” will be included in the solicitation and contract. The option will be evaluated in accordance with RFO 17.202. 

The Small Business office has reviewed this market research and concurs with the acquisition strategy identified herein.

Award will be made on a best value (trade-off) basis.

The Product Service Code (PSC) and North American Industry Classification System (NAICS) codes applicable to this follow-on requirement are R499 (Support- Professional: Other) and 541990 (All Other Professional, Scientific and Technical Services). The Small Business size standard associated with 541990 is $16.5M.
